The Competition Mechanism And Model Of Ict Industry Based On The Synergistic Advantage

In21century, as the trend of globalization, informatization and knowledge-driven in world economy, many countries have chose the strategies of technological innovation, intellectual property rights (IPR) and technical standard as their important strategy for international competition. The reason is that the innovation is beneficial to the competition, and intellectual property is to keep the industry competitive advantage, in addition, technical standards is the key factor of international trade and cross-border investment. Therefore, the technological innovation strategy and technical standards strategy with the IPR at the core is the base and resource of competitive advantages for a company or an industry. The synergy of the technological innovation, IPR and technical standards is the important indicator to measure the industrial competitiveness.The dissertation constructs a theoretical model of synergistic competitiveness based on ICT industrial international competition. It also constructs an i-TMR evaluation model to prove that the fundamental way to improve ICT competitiveness is the synergy mechanism of technological innovation, intellectual property (i.e. patent) and technical standards. This paper has indicated and demonstrated that the theory of comparative advantage, the theory of competitive advantage and the theory of intellectual property advantage which is used to guide the development of ICT industry have their own limitations and policy traps. Base on those demonstrations, it presents a viewpoint that the competitiveness of ICT industry would be promoted if the innovation advantages are transformed into the intellectual property advantages and then tie-up with the technical standards advantages in the international competition background of knowledge Economized, economic globalization and industrial networking. Thus, a general theoretical model of synergistic competitiveness is established based on modified Porter’s diamond model in the era of new knowledge economy.In consideration that the focus of ICT industrial international competition is the Synergic competition of intellectual property, innovation and technical standards, this paper has presented a i-TMR evaluation model of "technology-market-rule" which extract evaluation index system of Synergic competitiveness, and establish a evaluation model of Synergic competitiveness of ICT industry in theory, then quantify and analyze these indications which is difficult to quantify scientifically and reasonably. At last, taken the typical cases in ICT industry as research objects, this paper has done an empirical analysis of presented evaluation system.
