Regional Trade Agreements (RTAs) have become a very prominent feature of the Multilateral Trading System.The surge in RTAs has continued unabated since the late1990s, most WTO members have taken part in one or more regional trade arrangements, As of May2011,297agreements were in force, of these,95under Article V of the GATS. AS the most important economies in East Asia, China-Japen-Korea Economic structure has a certain degree of complementarity. Especially in recent years, Economic and trade exchanges between the three countries has been strengthened, China has become Japan and Korea’s largest trading partner, Korea is china’s fourth largest trading partner, Japan is china’s third largest trading parter and second largest source of foreign investment. By establishing China-Japan-Korea Free Trade Area to further promote trade liberalization and investment facilitation becomes their common wish.Services trade is an important domain in the negotiations of Doha Round. But with the suspension of the Doha round, more and more countries have opted for regional trade agreement as the path of liberalization in trade in services. Trade in services is an important component of regional trade agreement, the liberalization and cooperation of trade in services will also be cousulted in the Negotiation of CKJ Free Trade Area. At present, China has signed9FTA, of which seven agreements contained the content of trade in services. But basically the cooperative partners are developing countries and emerging economies. Cooperation of trade in services based on Chian-Japan-Korea FTA is a game between China and developed countries. China, Japan and Korea have their own competitive advantage in services sector, Chinese services sector is relatively underdeveloped, especially in the modern services, compared with Japan and Korea there is a big gap. How to determine the sectors of commitments and the level of concessions in regional trade in services agreement, What are the impact of trade liberalization on economic effects, how to choose the opening path of regional service trade liberalization, how to formulate mutually beneficial institutional arrangement for all countries. Facing keen competition of foreign services providers, China should deal with what kind of opening-up strategy. All of these issue are worthy of being studied in-depth.The dissertation first analyzes the basis for cooperation of Chian-Japan and Korea trade in services. It not only analyzes overall trade situation and development features from macro-level, but also studies intra-industry trade in service from micro-level, in conbination with competitiveness analysis. Through combined analysis of three aspects to reflect their advantage and disadvantage, and find their competitive and complementation sector. Then we comparative study China-Japan-Korea have been involved in the practice of regional trade in services, analyzing their liberalization level of trade in services in the multilateral and regional framework, trade barriers and domestic regulation to help them finding a mutually beneficial and effective institutional arrangements. On this basis, I analyze that if three countries signed a free trade agreement will produce how much of the trade creation effect by Empirical research. The last, proposing some policies and strategies on china how to participate in CJK free services trade area.This dissertation is made up of six chapters and organized as follows:The first chapter introduces the research background and significance of the dissertation. It presents the trail of development and fundamental problems by literature reviews and it shows the research methods, stucture, innovation and deficiency.The second chapter is a theoretical basis, it introduces static and dynamic effects of regional economic integration theory, regional liberalization of trade in services theory, multilateral and regional liberalization of trade in services relationship theory. For further study of regional cooperation in terms of CJK trade in services to build a theoretical framework.The third chapter analyzes the basis for cooperation of Chian-Japan and Korea trade in services. It analyzes overall trade in services situation and development features, intra-industry trade in special service sectors, and uses the TC index and RCA index to analyze the competitiveness. Through a combined analysis of three aspects to reflect their advantage and disadvantage supply and demand conditions.The forth chapter analyzes the three countries involved in the practice of regional trade in services, exploring the motivation of cooperation. Through the comparison of three countries’s participation in regional trade in services agreement, we conclude that which areas of cooperation they are willing to accept, how deep are the degree of openness. The analysis help to design an institutional arrangement for China, Japan and Korea services trade cooperation.The fifth chapter mainly to analyze the trade effect of liberalization trade in services. Establishing the gravity model to estimate the trade creation effect if CKJ signed a free trade in services agreement. The part also assessed potential export of trade in services between three countries after building CKJ free trade area.The sixth chapter mainly to analyze china’s strategic choice in the process of regional trade in services cooperation, proposing some policies and suggestion on institution arrangements, the opening sector and the level of commitment.
