The Research On Subsides Of Trade In Services Under WTO And Chinese Strategy

This paper mainly discusses subsidies of trade in services under WTO and gives some effective policies and measures for Chinese practical situation. As a particularly important role on economic development, world trade in services has become one of the national and important factors to increase the international competitiveness. Actively promote the liberalization of international trade in services has become an important means for the many countries in promoting their domestic economic development and expand their international trade. Correspondingly the dispute in the world trade in services has become frequent, and possibility of disputes in service trade greatly increases. China as a WTO member and a signatory to GATS should be gradually fulfilling WTO commitments. However, due to various reasons, domestic sector take measures such as government subsidies to protect the domestic services market, on the other hand foreign investors wish to enter Chinese service market .This conflict will become more intense. Therefore disputes in the field of service trade between China and other WTO member inevitable contradict. China should be in accordance with the relevant requirements and provisions in《the General Agreement on Trade in Services》and《Agreement on Subsidies and Countervailing Measures》,and clean up and improve the existing subsidy policy support. At the same time take full advantage of its anti-subsidy legislation and the relevant WTO rules for developing countries and transition period of special treatment, improve the legislative system about subsidies and countervailing, while also establishing a complete contradiction dispute settlement mechanism to ensure that national service develop rapidly .and these studies are of great practical significance to enhance our international competitiveness of the service industry and for Chinese economic development.In the new century, as a full member of the WTO, Chinese economy will be fully into line with the world economy. With Chinese market economic system and gradually establish and improve, China will become more extensive and in-depth participation in international trade and competition, in the face of the international unpredictable Subsidies and Countervailing environment, how to on the basis of understanding and mastering the rules of international trade and applying WTO rules to combat unfair trade, to protect the domestic service industry environment, thus further optimizing Chinese countervailing legal system, improving the trade in services Dispute resolution mechanism is the author's main motive of selecting the topic.
