The optimal allocation of resources is measure to improve economic efficiency and promote economic development. As a factor of production labor resources’economic role is very important. China is a country that rich in labor resources, to fully play its comparative advantages must optimize the allocation of its labor resources. As one of the country’s reform and opening window Shanghai’s economic development is very rapid, reform and innovation has become the key to the development of Shanghai. Transformation of the mode of economic development, industrial upgrading and structural adjustment accelerating in the current society that the level of labor resources’quality, reasonableness of the employment structure, the balance of supply and demand, and allocating efficiency are directly affects the rapid economic development of shanghai.The paper is based on the theory of labor economics, regional economics, industrial economics, population geography, structure economics and other disciplines theory. The basic theory of the allocation of labor resources were summarized comprehensively in the papers. Then the papers studied the problems of needs of different industries for employees, reasonableness of employment and employment structure, changes in the spatial distribution of the labor force, trends of total demand and supply, the level of optimization, efficiency of allocation, economic effects, by the methods of econometric models, statistical analysis techniques and methods, GIS mapping, comprehensive evaluation, domestic and international comparison and so on, which belong to qualitative and quantitative analysis.The main content of this paper is divided into the following major sections:The first part is an introduction part of the full text of this article. This part is mainly introduced the research background, significance, research methods and ideas. The scope and the core concepts of the study were also defined in this part.The second part is the literature review section, primarily summarizes relevant research at home and abroad, the foreign theory and law of labor resource distribution were discussed.The third part is the theory part, mainly building the theoretical framework of optimal allocation of labor resources. Analyses China’s employment policies and the affecting factors of optimal allocation of resources, and design the research models. Part four, mainly research labour market of Shanghai under the changes in population structure. Analyses the main problems From four aspects:Industrial, space, total, and international comparison of Shanghai’s labor situation.Part five, studied the relationship between industrial structure and optimal allocation of labor resources. Study on the coordination of industrial structure and employment structure in Shanghai, research Shanghai’s industry development trend and main influence factors and the trends in labour demand.Part VI, studied the relationship between population transfer and optimal allocation of labor resources. Foucos on population flow, balance between supply and demand, and migrant labor employment service were studied.The seventh part, studied the relationship between human capital and labour resources optimization. Foucos on human capital’s economic effects, impact factors of human capital enhance, studies the talents policy and the structure of talents in Shanghai.The eighth part, studied the relationship between performance evaluation and optimal allocation of labor resources. Foucos on construction of evaluation index system for the allocation of labor resources, and conducted a comprehensive evaluation of optimal allocation of resources.The nineth part, studied recommendations basis on the quantitative and qualitative analysis.The main findings of this study:1. Under the new situation of economic development, Shanghai faces further optimize allocation of labour resources.Shanghai optimal allocation of labor resources, needs to accelerate industrial restructuring, accelerating the industrial transfer and upgrade, speed up the gathering of talent resources, further expanding the labor market, improve the labor market allocation mechanism.2. Allocation of labor resources unlike other resources, it is a combination of human bidirectional configuration and allocation of production factors, is the unity of living level and production level. Both the demand for workers living environment, the demand of reproduction, increase demand for labor productivity, more on technological innovation, reform, opening up and the free flow.3. Shanghai labor resource gathering has reached a high level, human resource has become Shanghai’s advantages.Although the structure of educational attainment, employment, productivity, technological innovation, skill levels, compared with the developed countries and regions have some gaps, but with the development of Shanghai’s economy, world economy and the Yangtze River Delta integration speed up, increasingly optimized industrial structure and industrial layout more rational, regional division of labor is increasingly clear, for optimal allocation of labor resources in Shanghai provides a strong internal and external environment.4. Promote optimal allocation of labor resources in Shanghai should persist, must by "industry, responsibility and reasonable" principles. First of all, to break geographical limitations, based in Shanghai, led the Yangtze River Delta, serve china, make overall planning, make use of bird-shape distribution of industrial. Secondly based on regional development needs, establishing multi-levels in the labour market and meet the needs of different industries to achieve graded use of labour resources.5. To improve allocation efficiency of Shanghai’s labor resource, must improve service levels, optimize labor resources growth environment, step up efforts to open and continuous reform and innovation, constantly solute the problem of business platform development, remuneration, management systems, policy issues,which limited the development of talent.6. The local labor supply is insufficient is Shanghai, with the rapid economic development Shanghai need to increase the labor force some other provinces and cities in the future, floating workforce plays an important role in Shanghai’s economic development.7. Shanghai’s future economic growth not only requires the amount of resources to ensure the supply of labor, but also need the continuous improvement of the quality of labor resources. Excellent staff can make Greater contribution to Shanghai’s economic growth than ordinary labor resources. There is a modest distributed scale of the total workforce between industries, labor resources distort allocated will bring greater economic losses. With the improvement of the level of Shanghai’s economic development, the structural of labor resources appeared optimal, the quality of labor is improving, employment structure to the sophistication. But the scale of labor resources, environmental standards and efficiency of resource allocation declined.8. With the economic development of Shanghai, the demand for labor in different occupations there are obvious differences. The correlation between technical workers and economic development is much important than ordinary labor, the tertiary industry employment and economic development related degree far greater than the first and secondary industries. Shanghai’s capital-intensive and technology-intensive industries location quotient in the country increased. Although the excellent labor resources gradually expanded to the suburbs, but the quality of labor resources in the center is still much higher than it in the suburbs.9. The allocation of labor resources in transition period is a multi-layered system. That goal is a multi-level configuration, labor demand is multi-level, the way is multi-level. The configuration goals is striving to achieve structural optimization, quality improvement, supply and demand balance, the rational flow of full employment; on labor demand, to protect the economic development, needs of the different levels of the workforce, to take into account the needs of urban residents basic services and high-tech industries personnel needs; on configuration to be implemented, to the efficient allocation of labor, local household labor, professional and technical personnel and scarcity of human resources through active and effective and differentiated configuration.The innovation of this study:1. This paper builds on theoretical framework of optimal allocation of labor resources based on economic development goals. The intension and extension of labor resource optimal allocation was redefined. Described the labour allocation path from the four areas of industrial structure adjustment, population transfer, human capital improving, performance evaluation.2. In this paper, studied the allocation of labor resources appropriate scale on base of the optimal economics theory, try to build supply and demand equilibrium model of total labor force which includes qualitative factors. Then explore the main problems of optimal allocation of labor resources in Shanghai.3. This paper using the method of quantitative and qualitative study the main factors which influence the optimization configuration of labor resource. By building the total supply and demand equilibrium model, human capital enhance model, population migration models, career metastasis model analysis the trends of labor resources in Shanghai. Then we analysis the reconstruction of mechanism which is about the service of floating labor employment.
