Shaanxi Province Labor Resources And Industrial Structure Optimization

China’s reform and opening up has opened the door of comparative advantage of Chinese economic growth, a lot of labor and rural surplus labor migration also speed up China’s sustaining economic growth. With the West Development Strategy,Shaanxi province is offered an golden opportunity, but the shortage of labor force in coastal areas since2004, along with the large amounts of labor swarming into Shaanxi province have explained the relationship and contradiction between the labor force and industrial structure optimization are appearing gradually. Thus, it makes sense to study how the labor force affect the development of industrial structure and economy in Shaanxi province.To fully analyze the labor force how to work industrial structure and regional industrial development,the paper will investigate their influences on industrial structure optimization path from the quantity、the quality、the cost and the structure of the labor force. The paper qualitative describes and analyzes the quantity、the quality、labor transfer and allocation of the labor force how to impact on the industrial structure optimization; Then it researches on the current labor force and the industrial structure optimization of Shaanxi province from industrial structure、three industries and pulling rate by using historical evolution method and yearbook data. At last, based on the intrinsic links between the labor force and industrial structure, the paper do data statistics in four parts:employment、labor flow、labor wage and labor productivity.On demonstration aspect, in order to discuss the mutual affection between the labor force and the industrial structure optimization, this paper has used the time series analytic method and least square method.It makes regression between human capital and its distribution structure and three main industries through Amin&Mattoo model and regional actual situation.Ultimately, it comes to an conclusion that the labor market and the industrial structure optimization interact each other, so it is right to coordinate their development through aggregation and dispersal effect.In addition, the two parts of the labor quality-human capital and its structure both have an impact on industrial structure optimization.
