Research On The Layout Of The Industrial Parks In Shanghai And Their Integration With New Town’s Development

As one of the industry organization form and regional spatial conformation, the development and evolution of the industrial parks are not only tightly connected with the global industrial revolution, but also closely interacted with the urban layout and new cities’ development. Under the background of accelerating the industrial modernization and new-type urbanization in China, the boundary is becoming fuzzier and the function is becoming more integrated during the development of the industrial parks and the new cities, but there are still many new questions and challenges in the process of promoting and affecting each other. Currently, Shanghai is gradually entering the post-industrialization stage, facing the dual pressure from the industrial structure adjustment and the spatial optimization of the city.On one hand, the industrial parks urgently requires the integrated development with neighbor areas to seek broaden development space and more effective driving forces and the dependence on the improvement of the new cities’ supporting services is becoming stronger. On the other hand, the urbanization of suburbs needs the support of diversified industries to better embody the historic mission of alleviating the population pressure and carrying the urban function. With the background of the clash and promotion between the industrial modernization and new-type urbanization, research on the integrated development between the industrial parks and the new cities in Shanghai are not only the necessary demand of Shanghai’s economic development, but also the embodiment of the profound times background.From the current academic researches at home and abroad, industrial park theory and new city development theory are not closely connected with each other. Meanwhile, the theory research on the city integration with industry development at home is only in its infancy, it is difficult to provide support to fully analyze and deeply reveal the integration of industrial park and new city development. Therefore, the author will take the spatial layout of the industrial park as the breakthrough point, comprehensively use the basic theory and analysis method of the industrial park theory and new city development theory, construct the theory analysis frame on the integrated development between the industrial parks and the new cities, summarize the different modes and achieving path of the integration development between the industrial park and the new city based on the global cases analysis and the practice of Shanghai industrial park and new city’s development to promote the new thought on the integration development between the industrial parks and the new cities in Shanghai even in China and to further enrich the theory system of city integration with industry with providing new research angles and analysis tools.The author comprehensively use the research methods such as case analysis, survey analysis, statistics analysis and GIS spatial analysis and so on to make the deepening research on the integrated development between the industrial parks and the new cities. The conclusion is mainly in four aspects as follows:1. The integration of the industrial parks and the new cities is the inevitable trend of the urban development. Cases analyses at home and abroad show that as the urbanization and industrialization have been developed to certain extent, the function is increasingly improved and the spatial conformation is under the evolution, it demands more on the city integration with Industry development. In the future, the industrial parks and the new cities will become more integrated in the space, industry and urban function, which will become the comprehensive regional economic entity with positive interaction.2. The modes and paths for the integrated development between the industrial parks and the new cities can be found. The author abstracts the mode and core factors of the integrated development between the industrial parks and the new cities from the cases analysis at home and abroad, in which the three modes are the city integration with Industry with the growth type of marginal parks, the city integration with Industry with outskirts type of new city’s dependence and the city integration with Industry with the suburbs type of independent city, the five core factors are the scientific development planning, proper spatial layout, clear industrial orientation, complete transportation network and high-qualified supporting services. The findings above can be the strong guidance and reference to the development of the industrial parks and new cities in Shanghai.3. The integrated development situation between the industrial parks and the new cities can be evaluated. The author constructs the evaluation index system on the industrial function supporting degree and supporting service satisfaction, use the grey relational analysis to evaluate in different aspects and indexes and make the comprehensive evaluation on the city integration with Industry through the "the industrial function supporting degree to the supporting service satisfaction" matrix. The empirical analysis on the Jinqiao development zone, Waigaoqiao bonded area, Songjiang industrial park, Jiading industrial park, Lingang industrial park and Jinshan industrial park show that the six industrial parks in the marginal, outskirts and suburb area have their own features in the city integration with Industry, generally it embodies the situation that the marginal area develops better than the outskirts, the outskirts develops better than the suburb areas.4. The integrated development between the industrial parks and the new cities should take the differentiated paths. The marginal area should focus on the completion of the supporting services of the industrial park to promote the overall development of its neighbor areas and form the new industrial city with relatively complete function. The outskirts should focus on the new city construction, through the living function completion of the new cities and the diversified industrial development to build the city sub-centers with the integrated development of the industry and the living. The suburb areas should focus on the planning with the high starting point and the high-quality construction, confirm the independent city development positioning which develops both urban function and industries, become suitable both for business and living. It will realize the balanced development through the proper layout of the industry and the city.
