Research On The Relation Of Planning And Layout Of Xuanwei Industrial Park With Surrounding Towns From The Perspective Of Industry-City Integration

New urbanization strategy of Yunnan Province requires actively promoting the development of "industry-city integration", changing the developing model of "industry-city separation", building the concept of function combination, adhering to "benign interaction" of industries and towns, working out overall arrangement of industries, habitation, traffic, municipal and public service facilities and forming a new pattern of urban functions under "industry-city integration".Xuanwei an important coal, fertilizer and energy base in Yunnan Province. After many years of development Xuanwei gradully established a spatial layout of industrial parks:"one economic zone and four industrial parks". In the developing process of the industrial parks during the recent 20 years, "one-zone and four-part" layout which featured "industry-city separation" mainly made great concern of environmental influence for central city, but ignored negative influence to other small towns around industrial parks, owing to historical and objective limitations. For many years, its industrial pollution has caused harm to health of residents of its surrounding small towns and its industrial development also has damaged environment of surrounding small towns as well. Today, under the special background of international economy, the past developing model of Xuanwei industrial Park was challenged by requirements of macro control of China, resource restriction and environmental protection and it is in face of urgent demand of being transformed and upgraded. Targeted at various practical dilemmas, the author worked out comprehensive review and reflection on planning and construction of Xuanwei Industrial Park from the perspectives of planning and implementation of management, then, explored and proposed different developing paths for light industrial parks and high-pollution heavy industrial parks of Xuanwei, wishing them to guide future development and construction of Xuanwei Industrial Park and bring implication and reference for construction of the same type of industrial and mining industries-related cities and related parks in west of China.
