Regional Agricultural Security Theory And Empirical Research

In this thesis, the theory of regional agricultural security has been founded basically through the studying methods of comprehensively applying three basic theories:systematic science; historical science; geographic science and globalization, and by which the situation of China’s agricultural security has been studied from tree levels:province level; national level and international agriculture cooperative, and the constructive strategies of China’s agricultural system have been put forward, and the developing study of agricultural system of province level has been conducted with the example of Xinjiang Uygur Autonomous Region and the constructive objects and tasks have been put forward. The main conclusions are as following:1. the structures of regional agricultural security theory include:(1) the integral functions of regional agricultural system contain5by food security, grain security, rural security and international agriculture security;(2) the dynamic characteristic of structures of regional agricultural system is caused by the accumulative process generating from quantity to produce qualitative change, which constitutes the agricultural development theory;(3) the constructive contents of regional agriculture system have3fields including of the construction of agricultural production system; the construction of agricultural community system; the construction of agricultural social system. The main path is ecological agriculture and the important path is organic agriculture;(4) the construction of regional agricultural system is regional problems and is international problems, which need the method of international agriculture cooperative to achieve the objective of development and the cooperative levels contain regional ambitus level; continental level; global level and the main modes of cooperative are agricultural trade; agricultural investment; international systematic construction.2. After60years development, China has formed a set of theory which contains the connotation of food safety, grain safety, rural&pastoral area safety and global agricultural safety, and china has been continuously exploring a agricultural sustainable development path which can keep quality, improve output, promote the benign development of rural&pastoral area, save resources and decrease the damage to environment, and china has achieved for attention to the world. Now, the current situation of agricultural safety shows that the whole situation is stable but there is a certain systematic risk of that food safety faces higher risks of quality, grain safety faces pressures of resources and environment, safety is in the difficult stage of social transformation, and situation of geography safety is more urgent and situation of global agricultural safety is unstable. From now on, China should accelerate the implement of construction of national agricultural security system. The total objectives are to promoting5tasks in integral construction:food security, rural security, agro-geographic security and international agricultural security. Basic strategies are that (1) the construction of agricultural production system contains3strategies:the comprehensive developmental strategy of national agricultural resources, moderation intensive strategy, ecological agricultural strategy;(2) the construction of agricultural community system contains3strategies:the function positioning strategy of national agricultural space, "landscape" community developmental strategyand the coordination strategy of development and protection;(3) the construction of agricultural social system contains3strategies too:the integration strategy of urban and rural areas; multiple government strategies of rural development; the development strategy of modern countryside culture.3.To speed up the process of international agriculture, China needs to plan the Border","interior" and "coastal" three big area as a whole and then form a new pattern of agricultural cooperation at the base of improving the endogenous growth momentum of agriculture; needs to gradually develop the latent agricultural cooperation partnership of the Asia level and the global level to stably promote the developing process of the agricultural globalization with the developmental opportunity of improving agricultural cooperation of the peripheral regions level.On the mode of cooperation, the key strategy point of agricultural trade are to gradually construct the stable supply chains and export market, to improve the world competitiveness of civil agricultural products, to found the mechanism of protection and remedy of civil industry; the key strategy point of agricultural invest is to accelerate to form the global advantage status and the key strategy point of agricultural investment invitation is to promote the strategy transition of agricultural investment invitation from the quantitative investment to quality investment; the key strategy points of international institution system are to perfect the cooperative institution among neighboring countries, to promote the Asia integration system construction, to gradually improve China’s position and roles in kinds of international organization.4.The study in Xinjiang shows that the important developing direction of agricultural system construction in province level is organic agriculture synchronously constructed from three aspects: organic production, organic community, organic social to promot the homonious development among the economics, social and ecologly.
