A Study On The Innovation Capability Of Strategic Emerging Industries In Changchun China, Evaluation And Improvement Measures

In2008, america’s subprime crisis lead to a global financial crisis, which turnedthe world economy upside down. During the post crisis era, most countries around theworld began to reorganize their industrial structure, in order to minimize the impact ofthe crisis. Attempts were made to reduce the dependency on banking business andservice industries. China followed the international trend and “The State Council’sdecision on accelerating the development of Strategic emerging industries” werereleased in2010.“Strategic emerging industries” is a new concept proposed during China’seconomic development. Academic research about Strategic emerging industries ismostly concentrated around its definition, characteristics and strategic significance.Research about developing Strategic emerging industries is mostly concentratedaround its development pattern, development strategy and industry selection. Throughanalysis of relevant research, this dissertation explores the definition, charateristics,connotation and feature of Strategic emerging industries and its innovation capability.A Strategic emerging industries innovation capability evaluation model is built. Asurvey of Changchun’s Strategic emerging industries is conducted, its developmentstatus is analyzed and conclusions are drawn. The evaluation model is used on thesurvey results, with the following conclusions:1. The innovation capability score of Changchun’s Strategic emergingindustries were rapidly raising from2010to2011and slowly dropping from2012to2013. Worstening of the industrial innovation basis and lowindustrial innovation investment are the key hindering factors. Whereasimproved industrial innovation circumstances is the key promoting factor.2. Chaoyang district gained the highest score when regional innovation capability of Changchun’s Strategic emerging industries is evaluated.Chaoyang district is followed by Nongan, Gaoxin, Jiutai and Shuangyang.Support from the financial sector and relative high industrial innovationoutput are the main reasons Chaoyang district gained the highest score.3. Evaluating different industries resulted in the following rank from highest tolowest: energy conservation and enviromental protection, new materials, bioindustry, optoelectronic information technology, new energy vehicles, newenergy. The energy conservation and enviromental protection industry gainedthe highest score due to its high industrial innovation output. The new energyindustry performed poorly in several fields.The innovative points of this research include:1. Expert consultation method and statistical analysis method were used to buildthe Strategic emerging industries innovation capability evaluation model.2. A survey of Changchun’s Strategic emerging industries is conducted, itsdevelopment status is analyzed and conclusions are drawn.3. An empirical study is conducted on the innovation capability of Changchun’sStrategic emerging industries using the before mentioned model. Theevaluation is performed from3different perspectives.
