Nowadays,the world has presented the development trend of fusion economy and pluralistic economy.The high-tech industry,which has the characteristics of knowledge intensive,innovation and high value-added goods,has become the commanding point to improve the national competitiveness.In recent years,the development of high-tech industry has become an important development strategy of economic growth,and has become more and more the backbone of driving the development of comprehensive national strength.At present,the development of high-tech industry in our country has stepped into the process of international development and occupies a place in the development of international high-tech industry.The development of technological innovation ability of high-tech industry also presents a diversified development trend.In the fierce international competition market,the development of national high-tech industry is faced with opportunities and challenges.A combination of high-quality Chinese manufacturing and Chinese services will make it a contributor to world economic growth.By combing and summarizing the literature,referring to the existing research results at home and abroad,this paper defines the connotation of the basic concepts of high-tech industry,technological innovation,high-tech industry innovation ability and so on.This paper analyzes the present situation of the technological innovation ability of China's high-tech industry from three aspects of input and output,and finds out the main problems existing in the process of the development of China's high-tech industry and analyzes the causes of its formation.According to the characteristics of technological innovation in high-tech industry,this paper constructs the “Bowstring arrow” model of technological innovation ability of high-tech industry,and carries on the research on the innovation input ability,innovation output ability and innovative environment guarantee ability of its constituent elements.Using the canonical correlation analysis method to analyze the correlation of the constituent elements in depth.This paper puts forward the theoretical hypothesis of the influencing factors on the technological innovation ability of high-tech industry,and constructs a theoretical model of the influencing factors on the technological innovation ability of high-tech industry.By designing the scale and questionnaire,selecting the objects of investigation,issuing the questionnaire,processing the data obtained from the survey with SPSS software,the theoretical hypothesis is verified.Further reveal the mechanism of influencing factors of technological innovation ability of high-tech industry in China.Combined with the characteristics of technological innovation in high-tech industry,the technological innovation capability of high-tech industry is constructed.Evaluation index system in primary selection.By using Pearson correlation analysis and variation coefficient method,the correlation and discriminant ability of the selected indexes were screened,and the evaluation index system of the technological innovation ability of high-tech industry was constructed,and the related indexes of the index system were explained and analyzed.Based on entropy value and data envelopment analysis(DEA)method,the evaluation model of high-tech industry's technological innovation ability is constructed.According to the panel data of five industries from 2006 to 2015,the technological innovation input ability is obtained from the relevant statistical yearbooks.This paper evaluates the technological innovation ability of five subdivisions of high-tech industry from three aspects: technical innovation input ability,technological innovation output ability and technological innovation input-output comprehensive ability.On the basis of the analysis of the evaluation results,based on the perspective of sustainable development of high-tech industry in China,from the perspective of deepening the reform of science and technology system,strengthening the cooperation of industry,college and research,improving the utilization rate of innovation resources and optimizing the innovation environment.This paper puts forward some countermeasures and suggestions on how to improve the technological innovation ability of high-tech industries in China by implementing the differentiated development strategy of subdivision industries and adjusting the market structure in the direction of market and scale.
