| Nowadays, the economic globalization has become an inevitable trend. Many factors such as commodity, service, capital, technology, talents and other supporting economic development, can easily break through the region and even the boundaries between countries, within the framework of a global movement, at a faster rate in different areas, different industries and different regions of agglomeration, transformation and restructuring. In the context of economic globalization, regional economic as a subsystem of the domestic and overseas big market, its development not only depends on the local existing resources endowment and the existing elements exist, but more and more depends on whether the use of the characteristic charm of the regional investment environment and continues to attract, assemble and transfer the external resources and elements. The investment environment of regional investment is very important to the development of regional economy, that this paper proposes the research topic " the comprehensive evaluation study of the regional investment environment-a case of the Xishan District of Kunming province ".Carrying out our research, and we used a series of methods in the field of management science such as DEMATEL, FANP, DS/AHP and so on. Finally, we got the following important conclusions.Firstly, the system of regional investment environment can be divided political law subsystem, economic development subsystem, the social and cultural subsystem, the infrastructure subsystem and the natural geographical subsystem. Among them, there are the economic development speed, the level of agricultural development, the enterprise profit ability, the geography condition and so on that dozens of factors,which are affecting the regional investment environment in different degrees. Through the Xishan District investment Bureau, the Xishan District Federation of industry and Commerce and the Xishan development and reform bureau,all of these three departments,we investigated and adopted a group of fuzzy DEMATEL method to identify the key elements in the investment promotion and capital introduction area of the environment system, made the conclusion that the speed of economic development, price stability, transportation convenience, the level of social services, geographic location conditions, the environmental pollution situation, the government management ability, information service ability, the stability of the policy, and economic level of service.The ten factors are key elements of investment promotion and capital introduction area of the environment system.Secondly, there are three problems in the existing evaluation results of the regional investment environment, one is in the process of the regional investment environment evaluation should fully reflect the regional characteristics of the investment environment; Then, in the existing index system of the investment environment evaluation methods, they did not fully reflect the complex relationship of the dependency and feedback between each index; Lastly, lack of attention towards the uncertainty and fuzziness in the process of the expert judgment.In order to solve the above problem, based on the voting decision model,this paper firstly proposes to construct a new method of weighted matrix, and then use the key elements of the previously identified in the regional investment environment as the evaluation index system, combining fuzzy network analysis method to construct a comprehensive method of investment promotion and capital introduction area. Finally, though the empirical research of five districts in Kunming, we got the conclusion that, in terms of comprehensive investment environment, the best area is Guandu District, and then, Xishan District, the worst of is Cheng gong District in Kunming city.Thirdly, based on the present situation analysis of the speed of economic development, price stability, transportation convenience, the level of social services, geographic location conditions, the environmental pollution situation, the government management ability, information service ability, the stability of the policy, economic level of service, and compared with other regions in Kunming city,to learning the experience of other developed provinces This article puts forward 41 improvement suggestions of Xishan District Investment Environment from the above 10 aspects, such as:Accelerate the process of new type industrialization, promote economic growth with industrialization as a leading role; Make the traditional superior industry larger and stronger, explore the characteristics of the industrial chain for Xishan District of economic growth; Speed up the construction of industrial parks in Haikou, making it a new industrial zone of national level; Create a more perfect investment platform; Further improve the road network system, optimize the investment environment; And so on.Finally. Because of the suggestions are made before the official launch of the improvement of investment environment and different suggestion may have different degree effect for the improvement of the investment environment of investment of Xishan District, how to conduct a pre-assessment of these suggestions is very critical. Combined with the theory of pre assessment of investment, this article carry out the pre evaluation on 41 suggestions of improving the investment environment of Xishan District of Kunming city based on the DS/AHP to construct the policy pre evaluation method, and 41 improvement suggestions have been sort of importance. Following the principle of "seize the main contradiction, ignoring minor contradictions", summarize the specific ideas of improving the regional investment environment according to the importance analysis of countermeasures.In this study, innovation is mainly reflected in the following two aspects:on the one hand, this study investigate the regional investment environment from all-round perspective, using the theory and method of decision field to solve the problem of regional investment environment evaluation, it use the evaluation on methods in quantitatively based on the qualitative analysis of the influence factors. It is more theoretical, more systematic, and more feasible. It has the significance of theoretical innovation, innovative approaches and methods of application innovation. On the other hand, by analyzing the association and affect relationship between the elements of the various subsystems of regional investment environment, originally using methods which can overcome the limited knowledge and subjective phenomena, such as group DEMATEL method, fuzzy FANP method and DS/AHP method to construct critical system element identification method, comprehensive evaluation method of regional investment environment, and suggestion pre-assessment method, having method innovation. Thirdly, apply the proposed methods to solve the problems in Kunming City and Xishan District, and obtain lots of efficient suggestions such as create a more comprehensive investment platform, to further improve the road network system/optimize the investment environment and other suggestions should be placed first important conclusion, having innovation of method application. Especially it has a very practical significance for Kunming City especially the Xishan District to improve the regional investment environment, and it has reference value for other western backward areas.
