Large-population-less-land is a fundamental reality of China and the government often faces a difficult choice of either "development"’or "food", so rational use and optimal allocation of land resource is a research topic that never out of date in China. Having experienced rapid industrialization and urbanization, urban is the main engine of economic growth in China. Since industrial land is regarded as the material base of economic growth, its allocation and use is one of the important factors that promote or hinder the economic development of our country. But because of the lack of industrial land use data, industrial land research is relatively scarce in academic circle.The guiding theory for urban industrial land allocation is also hard to unify in the economic level and material level.From the perspective of industrial agglomeration, this paper takes the urban industrial land as the research object. The main contents are as follows:1, The theoretical model research of use efficiency and optimal allocation of urban industrial land. First, this paper decorates that the goal of urban industrial land use is to pursue the unification of economic benefit, social benefit and ecological benefit. Secondly, through interpretation of the concept of productivity this paper uses land use productivity to represent the land use benefit. According to the related theory of Economics there are three factors that influence productivity:economies of scale, technical efficiency and technological progress. Combined with the background that governance structure and institutional environment have important influence on the urban industrial land use in our county, a theoretical model of urban industrial land use efficiency measurement and optimal allocation is constructed. In this theoretical model, the relationships among the objectives, ways and influence factors are fully demonstrated and it sets the direction for the research.2. Based on industrial agglomeration and industrial co-agglomeration, this paper constructs some technology models of urban industrial land use efficiency measurement and optimal allocation and then makes some empirical researches. In the process of technology model construction and empirical researches, this paper sets four key points:first, on the application of threshold regression theory this research uses endogenous variable to classify the decision-making unit which is different from the existing research. And the research results show that endogenous variables are effective in the classification of decision-making units. Secondly, combined with the theory’ of Industrial Economics and the characteristics of urban industrial land use, this paper takes industrial agglomeration and industrial co-agglomeration of secondary and tertiary industry as threshold variable. And the research results do have guiding role in practice. Thirdly, negative externalities are involved in the model in the empirical research of industrial land. And this is consistent with the serious urban ecological and environmental problems. And last the research results are more abundant with the comparative of multi models in the empirical study.3、Based on the concept of whole governance this paper constructs the urban industrial land governance system framework. And some suggestions are put forward to perfect governance system and optimize the allocation of urban industrial land. In the present the existing governance tools result in irrational allocation of industrial land because planning tools are independent of each other, tax sharing reform and promotion system make the land finance and regional competition more and more drastic, and the urban governments pursuit short-term interests and local interests. Therefore, based on the concept of whole governance this paper constructs a institution-governance structure-technology three-level governance framework. And this framework emphasizes that information technology, cooperation and coordination between governance subjects and institutional guarantee are the basis of urban industrial optimal allocation.
