Study On Resource Planning And Allocation Mechanism Of New Urbanization Development

Urbanization is the historical process that traditional rural society focusing on agriculture gradually transforms to modern urban society focusing on industry and service industry, high-tech industry and information industry. It is the strategic choice to build a well-off society in all-round way to adhere by new-type industrialization, informatization, urbanization and agricultural modernization road with Chinese characteristics, to boost deep integration of informatization and industrialization, benign interaction of industrialization and urbanization, inter-coordination of urbanization and agricultural modernization, and to promote synchronous development of industrialization, urbanization, agricultural modernization. It can not do without resource planning and allocation as well as scientific and effective resource planning and allocation mechanism to promote new-type urbanization development.New-type urbanization is an important issue, and resource planning and allocation are priorities of all. Located in central part of Shandong Peninsula, Weifang City is a prefecture-level city of Shandong Province, adjacent to Qingdao, Zibo, Yantai and Linyi. It is an important scientific and educational, cultural, economic, financial center and transportation junction in the area. It is of great significance to explore rules of new-type urbanization development in China, establish policy of urbanization development and promote urban-rural integration by analyzing and discussing resource planning and resource allocation mechanism during new-type urbanization process taking Weifang City as an example.Resource planning is to map out an over-around plan of resource. Resource allocation actually refers to distribution of production factors. Resource planning and resource allocation are uniform and dynamic processes. Resource planning is basis of resource allocation, which in turn is purpose of resource planning. Resource planning and allocation mechanism refers to the mechanism that fully regulates application quantity, scale, structure, layout and other aspects of natural resources and social resources. The processes of resource planning and resource allocation are the processes to realize people’s will and to promote or hinder economic and social development.In this paper, based on comprehensive understanding of urbanization data of Weifang City, the author analyzes theoretical origin, practice process, operation mechanism and objective effect of resource planning and allocation of urbanization systematically in the method of politics, economics, sociology, management and planning. In addition, the author also proposes resource type and structure during new-type urbanization development, such as natural resource, economic resource, social resource, element resource flow, resource structure, etc. In the meanwhile, the author also puts forward resource planning model and systematically clears up resource planning of industrial development, industrial structure, population clustering, community construction, cultural construction, social development, environmental protection, ecological civilization and other aspects. In addition, the author puts forward resource allocation mechanism arrangement in different fields of new-type urbanization development, such as resource allocation mechanism of new-type industrialization and economic development, resource allocation mechanism of infrastructure and community construction, resource allocation mechanism of new-type social undertaking development, resource allocation mechanism of ecological environment protection and so forth on the basis of discussing relation between market mechanism and government-leading mechanism, defining boundary of government behavior, taking into account public participation of resource allocation and analyzing gambling relations and interest equilibrium among farmer, market entity and government. It is necessary to promote new-type urbanization by means of exploring practical and distinctive urbanization development mode, realizing notion transformation and social role transformation of farmers and boost element and resource flow of rural-urban integration practically under the premise of scientific and reasonable policy support and institutional environment.
