The current labor market is confronted with two problems:employment difficulty and recruitment difficulty, and such allocation inefficiency of the labor market resources has a negative impact on the social and economic development. In such situation, to achieve full employment, it is urgent to improve the social supply level of the public employment service and to alleviate the plight of the labor market. With this in mind, after systematic examination of relevant theoretical literature and successful experiences of foreign countries, in order to improve the social supply level of the public employment service and to achieve full employment in China, this paper discusses the ways to involve all social powers in the public employment supply by diversifying the subjects, socializing the process and networking the means.The main contribution and innovation of the paper are as follows:It clarifies the essential connotation and characteristics of social supply of public employment service, and constructs the theoretical framework for the social supply of public employment service based on the systematically integration of the government-market relations and public goods theory, public governance theory, new public management theory and principal-agent theory. In addition, the paper also reviews the development process of public employment service supply mode and successful experiences at home and abroad.It builds the integration theory framework of the social supply of public employment service. After the systematic contrast three aspects of public employment service marketized supply, diversified supply and socialized supply, the paper elucidates its three core characteristics:the diversification of subjects, the socialization of process and the networking of means. Based on this, it further discusses the plight of public employment service in terms of its socialized supply and puts forward a new mode-organically integrating the government supply, the market supply and the third sector voluntary supply. Additionally, this paper constructs integrated theoretical analysis framework for improving the social supply level of public employment services in terms of three dimensions:strengthening the supply willingness, increasing the supply capacity and reducing the transaction costs.The paper also examines the impact individual voluntary supply has on the social supply of public employment service. The paper also analyzes the impact of volunteers’ voluntary supply on the level of public employment service supply. Based on the results of 3,300 questionnaire survey conducted in four universities, it builds the Logistic Regression (LR) model of the impact that the individual voluntary supply of university students can have on employment. The research results indicate that the individual voluntary supply of university students has significant positive impact on employment levels. Therefore, the voluntary supply of individuals and third sectors is an effective supplement to the existing public employment service supply system, and can affectively remedy’government failure’ and ’market failure’.The paper studies the impact that Public-Private-Partnership can have on the socialization of public employment service. Using the method-Analytic Hierarchy Process, it also analyzes the performance of public employment training service under the current mode of public-private cooperation in H city. Empirical research indicates that the public-private cooperation mode can contribute to wider coverage of public employment service, supply equity and supply efficiency. The mode can also help to solve the problems caused by government failure’ and ’market failure’.The paper further studies the impact that networked means can have on the socialized supply of public employment service. In consideration of the development of network information technology and social media tools, the paper analyzes the impact that ’crowd-sourcing’-based mobile internet supply can have on the public employment service supply from the perspective of reducing costs of employment information search and costs of employment service transactions. A public employment service APP (application)-’Job-Easy’ was designed in the research process. In order to test the implementation effect of the APP, empirical research framework is built using the structural equation model on the basis of Unified Theory of Acceptance and Use of Technology (UTAUT) mode. Based on this framework, the questionnaire survey was conducted among APP users. The survey tests the key factors that influence the users’ APP use behavior.308 valid questionnaire data identifies four factors that have significant positive effect on individual’use intention’. The four factors are the APP users’ ’performance expectations’,’social influence’,’information needs’and’users involvement’. Yet, the individual’use intention’can have a positive influence on their ’use behavior’. The research results provide a decision-making basis for further improving the network platform of public employment service.Based on the theoretical and empirical research results, with reference to the three core characteristics of socialized supply of public employment-the diversification of subjects, the socialization of process and the networking of means, this paper proposes some countermeasures and suggestions for enhancing the socialization supply level of public employment service:Firstly, provide more support, strengthen the employment voluntary supply willingness and supply capacity. Secondly, innovate the system; promote public-private cooperation supply and thus enhancing the overall supply driving force. Thirdly, increase the research input; establish nationwide’crowd-sourcing’ platform for employment service, and thereby multiplying the supply capacity. Fourthly, improve the regulations and mechanism; supervise the employment service supply process, and thus guaranteeing the healthy development of the supply mode.
