In order to meet the needs of the current national defense and emergency management, The Original segmentation between response to war and response to emergency must be break. Under the "usual services, emergency response, response to the war" requirements, the integrated national economy mobilization logistics system should be established. At present, there are still many deficiencies in our country mobilizing logistics, include long-term segmentation of military-civilian logistics share platforms, lack of resources, lack of a unified command, the lack of effective operational mechanisms. It requires systematic scientific studies, to promote mobilization logistics practice. Development trend of modern logistics is network. The development of national economy mobilization logistics is also need to establish an integration mobilization logistics network which rapidly responds to emergency and war.Based on our mobilization logistics development demands and emergency logistics research at home and abroad, from the perspective of operation patterns, the mobilization logistics network basic theories is complemented, mobilizing logistics network construction method is explored, mobilization logistics network response decision are studied, evaluation method of mobilization logistics responses capability is discussed. The study of these themes has very impotant theoretical value and practical significance. The research mainly has following several aspects of content.1. The basic theory of national economy mobilization and logistics network is analyzed and discussed.(1) Based on modern logistics network theory, the concept and characteristics of mobilization logistics network is explored, its elements of mobilization logistics network are analyzed. These elements form the three sub networks: mobilization logistics organizational network, mobilization logistic infrastructure networking and mobilization logistics information network. The construction ideas of national economy mobilization logistics network are proposed. Mobilization logistics infrastructure network is a multi-hub hub-and-spoke network. Mobilization logistics organizational network is formed based on dynamic alliance. Grid technology can be better applied to mobilize the construction of logistics information network.(2) Strategies for transformation mechanism of mobilization logistics during peace and war times are proposed. Operation mechanism of mobilization logistics network based on the transformation during peace and war times is established, which includes peace support, monitoring and early warning, combat response, post processing and evaluation.2. The construction methods of mobilization logistics network are studied.(1) The mobilization logistics organizational network is analyzed. The results show that it is a federal dynamic alliance formed by three levels: the core layer, the organizational layer and the external layer.(2) With the idea of OGSA grid which emphasizes service as the core, A four level architecture of mobilization logistics information network is proposed, which consists of the layer of resource, the layer of universal service, the layer of business service and the layer of application.(3) Based on mobilizing logistics uncertainty, taking into account the uncertainty that might occur in mobilizing logistics, of hub-and-spoke mobilization logistics infrastructure network is studied under the uncertainty conditions. Regional single point mobilization logistics center location model under uncertainty conditions and the stochastic robust optimization model of multiple allocation hub set covering mobilization logistics hubs layout problem under uncertainty conditions are proposed. Two immune quantum-behaved particle swarm optimization algorithms are proposed to solve these two models.3. The response decisions of national economy mobilization logistics network are studied, which include decision of evaluation to mobilization incident and decision of response schedule.(1) Support vector machine method is applied to mobilization incident classification. A combination of grey association analysis and support vector machine to form grey support vector machine method, which deals with the uncertainty of mobilization incident. This method can prove classification precision.(2) Based on existing research, mobilization logistics network response schedule model under certainty conditions is established. With distance cost uncertainty and uncertainty time window, the stochastic robust optimization model of mobilization logistics network response schedule under uncertainty conditions is built. Two discrete particle swarm optimization algorithms are proposed to solve these two models.4. Evaluation method of mobilization logistics responses capability is studied.(1) Based on the theory of supernetwork, the model of mobilization logistics supernetwork is established, which is constructed by mobilization logistics organizational network, mobilization logistics infrastructure network and mobilization logistics information network.(2) Based on definition of super edge in MLSN and the theory of entropy, four evaluation indicators related with the response capability of MLSN are analyzed, which include time effectiveness, quality, operation and supernetwork structure. Entropy evaluation model for mobilization logistics network response capability is found.(3) Based on MLSN structure, four indexes are proposed to comprehensively evaluate the response capability of mobilization logistics network. These indexes are capability of mobilization logistics organization network, service capability of mobilization infrastructure network, ability of mobilization information network and capability of information matching in mobilization logistics network. The comprehensive evaluation index system of mobilization logistics network is constructed by these four indexes. The combination evaluation method is proposed which is combined with grey correlation entropy comprehensive evaluation method and catastrophe progression method. This method is used to comprehensively evaluate the response capability of mobilization logistics network.The scientific theories and methods are used to study national economy mobilization logistics network, which include modern logistics theory, uncertainty optimization theory, hub-and-spoke network theory, supernetwork theory, entropy theory, grey system theory and intelligent computing methods. This study includes three departments: constructions, response decision and evaluation of the response capability. The basic theory of national economy mobilization and logistics network is analyzed and discussed. The elements of mobilization logistics network form the three sub networks: mobilization logistics organizational network, mobilization logistic infrastructure network and mobilization logistics information network. Mobilization logistics organizational network is formed based on dynamic alliance. Grid technology can be better applied to mobilize the construction of logistics information network. Hub-and-spoke mobilization logistics infrastructure network is studied under the uncertainty conditions. The response decisions of national economy mobilization logistics network are studied, which include decision of evaluation to mobilization incident and decision of response schedule. Evaluation method of mobilization logistics responses capability is studied. These studies are the supplement of the theory of mobilization logistics network. They provide the scientific basis for construction and response decision of mobilization logistics network, and provide the new thinking for research of mobilization logistics.
