As a constant hot spot, the academic circle and the government authorities are focusing on the method to measure and improve the performance of investment in farmland water conservancy projects, of which, the unreasonable resource alloc ation, as well as provision shortage, has always been the weak link in the development of agriculture. In response to this situation, the central government highlights increasing the investment in farmland water conservancy projects in the twelfth five-year plan, aiming at making it to be an important action to promote agricultural economics growth. While, in fact, there has not been any systematic and profound research on the performance of state investment in farmland water conservancy projects and the method to improve it. In this context, this dissertation conducts a research on performance measurement for investment in farmland water conservancy projects, to find a route to improve this performance, which will provide references for state investment in farmland water conservancy projects in a scientific manner. Focusing on how to measure the performance of investment in farmland water conservancy projects, as well as the route to improve this performance, this dissertation applies production function theory, the public goods theory and the resources allocation theory in welfare economics as the theoretical supports, and employs econometric approach and improved data envelopment analysis model to measure this performance; meanwhile, based on econometric model and improved data envelopment analysis model, it constructs the theoretical model of agriculture economies of scale and the sensitivity model of performance of investment in farmland water conservancy projects respectively, and employs these two models to provide the effective route to improve the performance of investment in farmland water conservancy projects. The main contents of this dissertation are as follows:Vertically measuring the performance of investment in farmland water conservancy projects. This dissertation sets up an index set for farmland water conservancy projects, for which correlation test is then performed with the highest correlated indexes filtered, to determine the indexes required herein. Then, this dissertation explains the mechanism how these indexes work in agricultural production, and innovatively, introduces these indexes into the analysis of agricultural production system, where their influences on agricultural production are measured with econometric model and C-D production function based on production function theory, which effectively measures the performance of these indexes in agricultural production, as well as their contributions to agricultural growth.Horizontally measuring the performance of investment in farmland water conservancy projects. In order to overcome the disadvantages of traditional DEA model, such as irregular weight allocation, large error and complicated computation, an innovative improvement is made for the traditional DEA model in this research. For the purpose of this, three zones are defined in China based on climate features at the national level, namely the south China, the north China and the central China, then the improved DEA model is applied to effectively measure the performance of provincial investment in farmland water conservancy projects in each zone according to provincial decision-making unit, through which the benchmark province with respect to such performance is determined for each zone, providing a reference to integrating the resources for farmland water conservancy projects in a scientific and reasonable manner.Discussing the route to improve the performance of investment in farmland water conservancy projects from the vertical perspective. Based on econometric model, this dissertation constructs the theoretical model of economies of scale, discusses the relation between farmland water conservancy projects and agriculture economies of scale, and sets forth the theoretical model of agriculture economies of scale for farmland water conservancy projects. Based on the theoretical model of agriculture economies of scale and the panel data, this dissertation carries out an empirical study on farmland water conservancy projects and the theoretical model of agriculture economies of scale, and the results will provide a basis for adjusting the scale of investment in farmland water conservancy projects in any region, as well as for the route to improve this investment.Discussing the route to improve the performance of investment in farmland water conservancy projects from the horizontal perspective. Based on improved data envelopment analysis model, this dissertation constructs the sensitivity model of performance of investment in farmland water conservancy projects. Then, this sensitivity model is used to measure the local sensitivity indexes of performance of investment in farmland water conservancy projects, and it is pointed out that increasing the investment in the most frequent sensitivity indexes thereof is the effective route to improve the local performance of investment in farmland water conservancy projects.As filling such blank in the research on performance measurement for investment in farmland water conservancy projects and its improvement route, this research indicates that investing in farmland water conservancy projects is an important means to promote agricultural economics growth, and provides valuable reference for the country to make decisions during determining such investment; at the same time, this research explores the route to improve the performance of investment in farmland water conservancy projects, which provides an important basis for the country to make the investment strategy of farmland water conservancy projects, as well as for optimizing the allocation of r esources for farmland water conservancy projects. The results of this research provides a theoretical reference for solving the problems such as the construction of new socialist countryside and the Three Rural Issues, which has a certain value in theory a nd practice guiding significance.
