At last, it is concluded that the main reason affecting motivation of Nanchang county water conservancy construction is the imperfect system construction, the second reason is the weak consciousness of the masses. In view of this conclusion, the author put forward about improving Nanchang county farmland water conservancy construction power to safeguard mechanism in three aspects put forward effective suggestions, that is water rights, policy guarantee mechanism and organization guarantee mechanism. It will provide reference for government to construct the irrigation and water conservancy. This paper studies although made some achievements but still has a few downsides, sources of data acquisition is relatively single, and in the hierarchy analysis, expert scoring method of data, strong subjective intention of influential to measure the value of the matrix, thus affect the overall analysis result.
