As the development entering a new phase, the economy of China is experiencing a powerful transition to a structural slowdown from the rapid growth lasted more than 30 years. The economy going is toward a ―New Normal‖ way featured with high efficient, low cost and sustainable with optimized structure and reasonable speed. As the key areas in economy and social development, new urbanization and energy consumption are of great importance in this critical period of transformation.Started with current status and existed problems, the present development situation urbanization and energy consumption was analyzed. On the basis of the present situation, the phenomenon and its cause of the lack of synergy between urbanization and energy consumption was explored. Secondly, the impact and its mechanism of urbanization on energy consumption, as well as energy consumption on urbanization are analyzed. The influences of urbanization on energy consumption are studied from different aspects. On that basis, the effects of urbanization to energy consumption were decomposed. Be regarded as a common commodity and input factor, energy, impaction the equilibrium of economy, was proved a foundation and engine for urbanization and economy growth. Also, energy is a restricting factor to urbanization development, casting both direct and indirect effects. The restriction was explored by ―Drag analysis‖. Thirdly, the overall relationship and its mechanism is studied on the basis of the analyzing the mutual effect of urbanization and energy consumption. Coupling and Decoupling analysis was applied to study the internal interactive mechanism of the two variables. The urban economy and industrial development was found obviously relying on the consumption of energy in current situation. Following, urbanization and energy consumption was combined as a complex system, the evolutional pattern and status of which is analyzed. According to Haken model, the parameters of the complex were sorted for exploring the pattern of the synergy evolution of urbanization and energy consumption. Based on the evolutionary pattern, the synergy evolution model was established. The order degree and coordination degree of the complex system was calculated to evaluate the status of synergy evolution. Finally, the suggestions on policy and measures for promoting the synergy development were proposed by simulation and optimization the development path of urbanization and energy consumption. The simulation model was established in a dynamic system environment with a feedback mechanism. According to the optimization degree, different scenarios were designed in three optimization paths. Together with the base scenario, the development trend of urbanization, energy consumption and economic output were simulated. Basing on previous analysis and the experience as well as lessons abroad, the promoting policy and supportive measures were put forward to promoting the synergy development of new urbanization and energy consumption in China.The major innovations are: the inner effect mechanism of urbanization and energy consumption is thoroughly analyzed; the synergy evolutionary pattern and status of the complex system are explicitly studied; the synergy development of urbanization and energy consumption is optimazed in a dynamic feedback system. The following conclusions are deducted: urbanization and energy consumption is in a discoordinated status in current development pattern; urbanization and energy consumption are exerting complex influences on each other in different ways; urban economy and industries are heavily relying on the consumption of energy; the complex system composed by urbanization and energy consumption is in a crutial evolutionary phase; strict and strong optimation measures should be employed to promote the synergy development of urbanization and energy consumption.
