Research On The Industry Support Of Urbanization In Anhui

Urbanization is a phenomenon about the transition of the global social economy. It is also one of the most important problems which are faced with during the process of the economic development. Pushing forward the construction of urbanization with Chinese characteristics actively and steadily is a major strategic task, which is about the construction of well-off society and the implement of modernization. Now we are in the period of accelerated development of industrialization and urbanization, and the largest demand and development potential are in the urbanization. The urbanization is related closely to the industry development, for only the development of the industry can solve the migrating problem of agricultural population, what’s more, how to protect their rights to enjoy quality service is depended by the industry development finally.The process of urbanization is associated with the industry, and development of the latter is the premise of the former. Aggregation effect of the industry will attract capital, labor force and some other factors of production implode in an area, so urban become the main place of economic activity and the urbanization will develop continuously. According to the industrial theory, in one side, the development of the agriculture can provide the surplus of agricultural products and provide foods and means of production. The labor force in agriculture appears surplus with the improvement of agricultural productivity. This can provide some new labor force to industry and tertiary Industry. In the other side, development and aggregation of the industry and tertiary Industry provide more job opportunities for agricultural surplus labor, which makes the labor transfers from the countryside to the urban. In the joint action of industries, people transfer to the urban and the number of urban increases, which makes the development of urbanization.The urbanization of Anhui province has developed rapidly since the Reform and Opening, especially in recent years. Urban population in Anhui province has increased about one million during 2005 and 2012, and the urbanization rate has increased from 35.5% to 47.86%. But Anhui is a major agricultural province and there are so many agricultural populations going to coastal areas to work because of the weak economic basis. At the same time, urbanization in Anhui province was mostly implemented by some administrative planning, such as setting up Economic Development Zone, Industrial Park, county to district, Township to the town and so on. Though these can promote the development of urbanization in a short time, the lack of capacity to absorb surplus rural labor force which is caused by the weak economic basis can hinder the healthy and sustainable development of urbanization.Industries in the eastern coastal areas are transferring rapidly to the western and central areas with the transformation of country’s economy and the rising cost of elements, and Anhui province is one of the most important undertakers due to its advantage of excellent location, low factor costs and so on. For example, Demonstration area-Wanjiang City Belt which is undertaking the industrial transfer was taken into national development strategies in 2010. And Anhui province was first into integrated development of urban agglomeration in the Yangtze River Delta in the idea about relying on the golden waterway to promote the development of the Yangtze River Economic Belt raised by the State Council. There is no doubt that these development strategies will provide a good chance to the development of urbanization and industries for Anhui province. So there’s important practical significance studying the problem of industry support in the process of urbanization taking Anhui as an example.The passage is narrating about four important problems in the basis of Anhui which is a traditional agricultural and weak industrial foundation province. The first one is concluding the research results about the interactive relationship between urbanization and industry development and discusses the theory about the industry support during the process of urbanization. Secondly, the passage is concluding some experience and enlightenment given in the urbanization process of industrial evolution and development in those typical countries and areas, at the same time, discussing the practical problems relating to urbanization construction and industry development, which provides useful reference to the urbanization construction in Anhui province. Thirdly, the passage also analyses the boosting effect and existing problems of urbanization in Anhui province caused by three industries qualitatively and quantificationally. Last but not least, the passage explores the path selection problem which is about the industry support in urbanization of Anhui province focusing on the situation in Anhui and the target of improving the level and quality of urbanization.According to the experience of urbanization in America, British, Korea and some other countries, urbanization development must be in the support of industry development, because there must be some solid economic foundation, that is industry development, realizing the urbanization. Lack of Full development of industry and economy will cause serious city disease, which will impede the normal development of urbanization. Service industry based on the highly development of industry will take place of the second industry and become the follow-up power of urbanization development step by step. In the meantime, we must pay attention to emphasize the basic position of agriculture during the urbanization from positive and negative experience, and we must know that it’s the prime prerequisite for industrialization and urbanization to protect agriculture and agricultural surplus.The general framework of urbanization development in the base of industrial support is constructed on the experience of industry support during the development of foreign urbanization, and combined with the current situation of the development of the three industries in Anhui. In this framework, the paper analyzes the industrial support in the process of urbanization in Anhui in the views of agriculture, industry and the third industry, at the same time, it analyzes the relationship between urbanization and industrial development in Anhui empirically. The results show that the development of Anhui industry is weak and the industry supporting force is not strong. There are some main performances, first is the low efficiency of agriculture which takes up too many human resources. Second is the small scale in industrial enterprises, low industrial aggregation, high proportion of state-owned economy, and slow industrial internal structure adjustment. Third one is the industrial development is not smooth and the development of emerging service industry is slow.Based on the above analysis, the paper attempts to improve industrial support system of urbanization in Anhui from the views of three major industries. First, in the aspect of agricultural development, we should innovate agriculutural management mode, extend the agricultural industry chain,promote the management of agricultural industrialization,improve the overall quality of the farmers, increase the stock of human capital, Besides, we shold return farmland to forest, and realize the sustainable development of agriculture. Second, in the aspect of industrial development, we should improve the level of industrialization and enhance the competitiveness of enterprises. We should also promote the adjustment and upgrading of industrial structure, and vigorously develop the private economy. Third, in the aspect of the third industry, we should expand and strengthen the service industry,impove the proportion of the national economy, optimize the internal industrial structure, adhere to the market oriented, the introduction of competition mechanism.
