Research On Performance Evaluation Of Government Investment Project In The Perspective Of Efficiency And Fairness

Since reforming and opening up to the world, the government investment projects have made the great contributions to improve China’s economic structures, to promote economic developments and to improve the social welfares. The theory and models of the performance evaluation of government investment projects have also been widespread concerns in theoretical and industrial circles, the some certain research results and applications have also been obtained. However, the existing research results mainly focused on the efficiency and benefits of the government investment projects in performance evaluations, and less consider the fairness of the projects and how to balance the project’s fairness and efficiency. So it is an important research topic for how to establish the scientific and reasonable performance evaluation index systems and evaluation models for government investment projects by fully considering their the fairness and efficiency, and it has the important theoretical and practical significances on researching the performance evaluation theory and models of government investment projects from the perspective of fairness and efficiency.In this dissertation, the performance evaluation theory and models of the government investment projects were systematically and deeply researched based on the perspective of fairness and efficiency by the comprehensive applications of welfare economics, industrial economics, management sciences, system sciences, fuzzy mathematics, computer sciences and other multi-disciplinary knowledges, and the performance evaluation index system and evaluation models of government investment projects were established based on the perspective of balancing the fairness and efficiency, further, the empirical researches have been done. The main research works and conclusions are summarized as follows:(1) Analyzed the fairness, efficiency and the balances of them for the government investment projectsFirstly, the policies of fairness and efficiency in different periods of China’s economic and social developments, and their influences on national economy, society and people’s lives were analyzed, and then the fairness, efficiency and the balances of them for the performance evaluation of the government investment projects were analyzed. Since the founding of the People’s Republic of China, there are the different policies of fairness and efficiency in the different periods of economic and social developments of our country, which have different influences on the economic, social and people’s lives. At present, the government of our country emphasizes particularly the realizations of social fairness in the process of the rapid economic developments. Because of the contradictoriness between the fairness and efficiency, it is necessary to fully take the balance relationship between them for the performance evaluation of the government investment projects. The properties of government investment projects, the periods of the economic development and the gaps of the regional economic development will have an impact on the project’s fairness and efficiency. The equilibrium state of fairness and efficiency is that the fairness promotes the efficiency, the efficiency guarantees the fairness,and they will adapt each other, then the levels of fairness and efficiency will be continuously improved.(2) Constructed the performance evaluation index systems of the government investment projects based on fairness and efficiencyIn the performance evaluation of the government investment projects, fairness evaluations were performed mainly from opportunity fairness and process fairness, and efficiency evaluations mainly inspect the contributions on the national or regional resource optimization allocation and overall revenues produced by the project’s construction and use. The main indicators have the contributions of the government investment projects to the social and economic developments, resource utilization efficiency, etc. According to the construction process of the government investment projects, the performance evaluation index systems of the government investment projects were constructed based on the perspective of fairness and efficiency, and they were mainly divided into two categories:the performances of the government investment projects in different stages and the overall effects of the government investment projects. By the questionnaire survey, depth interviews and statistical analysis, the performance evaluation index systems of the government investment projects in different stages were established, which included 4 two-level indexes and 23 three-level indexes, and the performance evaluation index systems of the overall effects of the government investment projects were also derermined, which included 3 two-level indexes and 16 three-level indexes. Finally, the AHP judgment matrix based on the linguistic variables was established on the basis of the consulted experts’ opinions, and the performance evaluation index weights of the government investment projects based on the perspective of fairness and efficiency were obtained.(3) Studied the performance evaluation models of the government investment projects based on the perspective of fairness and efficiencyFirstly, the performance evaluation index information representation methods of the government investment projects based on the fairness and efficiency were introduced, and the concept of two-dimensional interval number was proposed according to the different index types, and the basic theories such as the operation rules, distance and the size comparison were studied and the adopted performance evaluation index types of the government investment projects based on the perspective of fairness and efficiency were given. Then according to different requirements of the performance evaluation of the government investment projects based on fairness and efficiency, the relevant evaluation models by the comprehensive evaluation values and the performance rankings were proposed. In the evaluation models based on the comprehensive evaluation values, the conversion methods from the different index types to the unified interval numbers were studied, and the generalized aggregation operators and the Bonferroni operators for interval numbers were proposed, and their properties and special cases were studied. Further, the performance evaluation models for the government investment projects based on these operators were proposed. In the evaluation models based on sortings, the standardized methods of the evaluation matrix were proposed, and many sorting methods based on the extended TOPSIS, TODIM, VIKOR and so on were established by integrated the distances and the comparative methods of different index types.(4) Analyzed the comprehensive performance, fairness performance and efficiency performance of three government investment projects based on the perspective of fairness and efficiencyOn the basis of the established performance evaluation index systems and the evaluation models of the government investment projects based on the perspective of fairness and efficiency, the performance evaluations of three actual projects including He-Cheng junior high school, the Yujiang huge bridge in east ring of loop road and Dong-Hu comprehensive renovation in Guigang city were perfomed. Firstly, how to get the index data was explained in detail, then with respect to the three government investment projects, the evaluation and analysis based on the performance comprehensive values, the fairness performance and the efficiency performance produced by the the generalized aggregation operators and by Bonferroni operators, were given. At the same time, with respect to the demands for sorting projects, the performance evaluation and analysis based on the extended TOPSIS,TODIM and VIKOR methods were done, and the results produced by these methods were compared. From the comprehensive performance and efficiency performance, the ranking is that the He-Cheng junior high school> the Yujiang huge bridge in east ring of loop road> Dong-Hu comprehensive renovation, and from the fairness performance, the ranking is that the Yujiang huge bridge in east ring of loop road>the He-Cheng junior high school> Dong-Hu comprehensive renovation. In addition, the researches have also shown that The fairness and efficiency of three government investment projects basically reached equilibrium, the fairness and efficiency of of government investment projects can influence and promote each other, and three government investment projects have low performances.(5) Give the corresponding countermeasures and suggestions for the performance evaluation of the government investment projectsThe problems in fairness, efficiency and other aspects were analyzed, and some specific countermeasures and suggestions for the performance evaluation of the government investment projects were put forward. Some research result are shown as follows. At present, in the performance evaluation of the government investment projects, the fairness evaluations exist some problems, sucha as the lack of enough attentions on the fairness of the performance evaluation, imperfecs of laws and systems of the performance evaluation, none of the clear organization and administration of the performance evaluation and so on, and the efficiency evaluations exist some problems, sucha as too much emphasis on the project construction efficiency in the performance evaluation, without considering the complexity of the performance evaluation indexes and so on. In addition, there exist some other problems, such as the lack of enough understandings on the performance evaluation of the government investment projects, not establishing a feedback mechanism for the performance evaluation of the government investment projects, and so on. Therefore, some countermeasures and suggestions were proposed, such as increasing the propagandas of the performance evaluation, developing the sound legal systems, establishing the performance evaluation organizations and talent teams, constructing the scientific performance evaluation index systems and fully considering their complexity, improving the applications of the evaluation results, strengthening the supervision of the performance evaluation, and establishing and perfecting the performance evaluation management information system etc.
