Research On The Evaluation Index System Of Fixed Assets Investment Performance Of A Communication Operators

Performance evaluation is the evaluating activities and measurement of value given on the performance and efficiency of the unit evaluated in a certain period using the evaluation index system.Investment performance evaluation is an effective way to assess the performance and efficiency of a business and serves as a motivator as well as regulator for it.Therefore,how to create a scientific,reasonable and practical evaluation index system is the key to the performance evaluation.Since it has drawn intensive attention from the investors,business owners and the relevant evaluating organizations,it is necessary for us to study on the performance evaluation index system for different kinds of businesses.As it is known to all,the Implementing Regulations on the Evaluation for Comprehensive Performance of Central Enterprise issued by the SASAC in 2006 is prevailing among the state-owned communication enterprises.Although the EVA evaluation index has been introduced in recent years,there are still some shortcomings in the performance evaluation index system.First of all,financial statements are the exclusive source for assessment,so the business owners tend to focus only on the current situation and ignore the future.Secondly,the evaluating indicators for the core competitiveness of enterprises are lacking in the index system,which is an obstacle to the development of a business or innovation on products.Moreover,that the business owner fails to fulfill the goal expected by investors is due mostly to little concern for the technological development and the customers as well as the deficiency of the evaluating indicators.In order to ensure that enterprises can achieve strategic goals,this paper proposes a new investment performance evaluation index system based on the optimization of investment benefits.According to the characteristics of the fixed assets investment,this paper attempts to analyze the existing problems in the process of evaluation towards the fixed assets investment project carried out by the communication enterprises.With the theory of target management and the theory of contingency,the method of example demonstration and the reference text,the evaluation index system of fixed assets investment project is studied and constructed,and the establishment and evaluation method of each subsystem index is analyzed.The evaluation index system for the establishment of fixed assets investment project should be mainly included in the main contents,such as economic index,social index,technology and its developing trend and so on.The holdbacks in understanding,data collection,assessment and data processing in fixed assets investment evaluation are proposed to strengthen the overall supervision of the performance evaluation,improve theperformance evaluation index system,establish the evaluation feedback system and so on,to improve the fixed assets investment in the communication enterprises.In doing so,these enterprises can hopefully see development in the management and an increase in the investment benefit.This paper,based on the operation and investment data of A communication operation enterprise and the operating environment characteristics of the domestic telecom operation industry,puts forward the positive correlation between performance management and investment in fixed assets,and then offers constructive opinions to enterprises with more valuable judgments and investment decisions for fixed assets.(Such as: investment recovery period,net present value,investment return rate,internal rate of return and other decision-making methods.)It certainly has referential value to enterprises of the same kind.
