Study on operational performance evaluation and remuneration incentive mechanism of state-owned enterprises is the key problem urgently to be addressed during the stage of deepening reform and implementing operational responsibility for state-owned assets and fulfilling the duties of contributors for state-owned enterprises. It is of a paramount significance to implementation of developmental strategy, increment of economic benefit, promotion of human resource management level as well as construction of harmony enterprise for state-owned enterprises.This topic is mainly dedicated to the performance evaluation system and remuneration incentive mechanism for the corporate operators of large state-owned power-generation group enterprises. It explores how to construct operational performance evaluation system and effective incentive and restrictive mechanism for Huadian Group, which will be employed as control tool and assurance system for development of strategic implementation. The purposes are to set up feasible and easily implemented performance evaluation system and implementation scheme suitable for power-generation enterprises; to decompose the strategic objective of the group layer by layer, to transfer pressure step by step; to guide the conduct of the corporate operators through their performance check and evaluation and effective incentive; to better facilitate the enterprise to exercise its rights as contributor; to promote the implementation of developmental strategy of the group company; to improve the ability to control state-owned assets; to boost corporate economic benefit and core competitiveness; to reinforce sustainable profit-making capacity and future value of the group company; and to make the value of corporate operators be recognized. This study is an integral part for the group company to implement developmental strategy, and also essential component of human resource management of the group company as well.This topic utilizes the theory on human resource management, performance evaluation and incentive technique, and methodology on statistical analysis and fuzzy mathematics and the like for integrated analysis and study. Pinpointing to the featuresof power-generation corporate group, it puts forward the necessity for corporate group to establish performance evaluation system for operators based on study and analysis of the problems existent in current performance management.This paper combines the features and practices of corporate assets operation, proposes the way of thinking, ideology and principle on setup of performance evaluation system around group developmental strategy, and radical problems for evaluation. It points out that, performance evaluation of operators shall be distinguished from that of enterprises. It elaborates that performance evaluation of operators is composed of performance check indicator system, check and evaluation system, remuneration incentive system and feedback and communication system, etc. It analyzes the forms of incentive manifestation of operators, puts forward the viewpoint that performance evaluation method shall correspond to development stages of enterprises, devises evaluation model and remuneration incentive scheme that takes key indicators as core, combines quantitative evaluation with qualitative appraisal, and proposes the countermeasures and suggestions on implementation of performance evaluation system.
