Evaluation Model Of Chinese Telecom Operators Contribution To The E-Government

E-government plays an important role in accelerating the modernization of the government, which can improve government automation and service the public. In the conduct of E-government, operators are part of the supply chain, playing a significant role in infrastructure and public service applications. To correct assessments of operators contribution in E-government will encourage them to participate in the government sector restructuring. The innovation of this paper is to evaluate e-government from the perspective of the service provider, enriching the existing evaluation system.In this paper, based on the existing E-government research, the evaluation model is combined with the characteristics of operators to conduct research. First, the overall contribution of the evaluation system of e-government is built. Then, according to telecom operators in the hardware and software contribution, the proportional allocation is carried out. Finally, the contribution of operators assessment model is established. Empirical research is carried out in Guizhou province, the model is validated by questionnaire method.Survey data is collected through expert consultation method and questionnaire. Using SPSS and yaAHP, the collected data was analyzed, establishing contribution model with Analysis Hierarchy Proeess. By comparing the index, telecom operators have a main impact on the overall e-government services through public services in the process of e-government services. At the same time, Citizen-centric and public service plays an important role in the E-government.By studying the evaluation indicators, the role of vulnerable groups in the overall index evaluation system is evident, indicating that the public is very concerned about vulnerable groups with a relatively large demand. According to China’s current situation, this indicator can provide the foundation of economic development, political harmony and social stability.In the contribution indicators of operators, the proportion of network hardware is great, but very low recognition in software. The reason is the software of E-government may be provided by IT service providers. For example, Internet application service providers have a good reputation in software development and have good user experience. Operators need to make efforts in the software and system platform.
