The study ecological civilization in mining city is not only a theoretical academic issue, but also a practical reality. Current research on mining cities’ecological civilization is gradually expanded, making some progress.Overall, the study of the mining cities’ ecological civilization is still in its infancy, and there are a lot of content and issues that need further study and discussion. According to China’s major research topics of social science research and outline,we selecte the perspective of mining cities’ ecological civilization as the research goal. In this paper, based on other research work, we try to sort out problems faced by mining cities, and make ecological civilization construction tasks and the main content clear. We evaluated resource and environment carrying capacity, resource conservation and intensive use,and environmental quality in the eastern city of Anshan City, the central city of Huangshi City, and he western city of Panzhihua. Then the ecological civilization evaluation system is built, and the ecological civilization development model was introduced to evaluate and campare the civilization development index of Anshan City, Huangshi City, Panzhihua City ecological. Also, the Pareto analysis was used to find the ky factors affecting the construction of ecological civilization.Finally, we proposed some policy measures from the evaluation index system, evaluation methods and construction of ecological civilization.The full text includes eight chapters. Each chapter tries to be able to reasonable cohesion, specific contents as follows:The first chapter, introduction. This chapter mainly from the research background, significance and methods of description, through a large number of literature reading, to the transformation of mining cities at home and abroad and related problems were summarized, such as the definition of mining cities, theory of mining cities, ecological civilization index, this paper introduces the research status and research the foundation of the mining cities ecological civilization. Finally puts forward the research thinking of the thesis and the technical route, and the main innovation points and research are presented in this paper.The second chapter, the rules and content of ecological civilization in mining cities. This chapter begins by positioning problems faced by mining cities.Based on consideration of these issues, combined with eighteen report ecological civilization,the content of ecological civilization construction in mining cities were proposed, which were resource and environment carrying capacity, resource conservation and intensive use,and environmental quality.This chapter explained the theory of the necessity of ecological civilization construction in mining cities, and proposed tasks and content of ecological civilization construction in the mining cities, laying a good foundation for the subsequent chapters.The third chapter, the system construction and empirical study on resource and environment carrying capacity in Mining Cities.This chapter summarized typical existing resource and environment carrying capacity evaluation index system.Using both variance weights, comprehensive evaluation method.we evaluated Anshan, Huangshi City, Panzhihua City’s resource and environment carrying capacity from mineral resources capacity, carrying capacity of land resources, water resources carrying capacity, environmental carrying capacity. Resource and environment carrying capacity is one of the goals of ecological civilization construction, and three typical mining cities’ resource and environment carrying capacity evaluation contributes empirical analysis of urban ecological civilization.The fourth chapter, the system construction and empirical study on suitability of land space development in Mining Cities. Suitability evaluation work is essential for the land development, contributing to the development activities carried out scientific guidance to ensure a healthy environment, sustainable development, to promote the construction of ecological civilization,In this chapter, based on summarizing existing land space development suitability evaluation index system,the indexes were selected such as the per capita arable land from production space, living space and ecological space in three dimensions, per capita food production, the proportion of primary industry, the proportion of industrial output value, an increase per unit area of non-agricultural 13 index value, the proportion of residential and industrial land, urban built-up area, urbanization, per capita residential area, built-up area green coverage and per capita green area, the proportion of water area, forest area accounted for space development and other land suitable to build evaluation system. Then multi-level comprehensive evaluation method was used to evaluate the eastern mining city of Anshan, the central mining city of Huangshi City, the western city of Panzhihua mining suitability of land space development degree.The fifth chapter, the system construction and empirical study on resource conservation and intensive use in Mining Cities. The evaluation system of resource conservation and intensive use was built from mineral resources and land resources. Based on the mean square error decision-making process, we evaluated Anshan City, Huangshi City, Panzhihua City, mineral resources, land resources conservation and intensive use situation. Resource conservation and intensive use boost ecological civilization construction. One of the goals of ecological civilization construction is the resource conservation and intensive use.The sixth chapter, the system construction and empirical study on environmental quality in Mining Cities. Combined with the characteristics of mining cities,we selected wastewater emissions intensity unit GDP, sulfur dioxide emission intensity unit GDP, smoke (powder) dust emissions intensity unit GDP, air quality days etc.14 indicators from pollution control, environmental management, environmental greening, geological disasters.Then the Comprehensive Evaluation Method was used to evaluate the eastern mining city of Anshan city, central mining city of Huangshi City, the western mining city of Panzhihua city’s environmental quality situation, which paved the theory and empirical way for the evaluation of ecological civilization construction.The seventh chapter,the evaluation of ecological civilization level in mining cities.Based on evaluation of resource and environment carrying capacity, resource conservation and intensive use, environmental quality, the development model of ecological civilization was introduced and ecological civilization index system was built to evaluate the ecological civilization level of Anshan City, Huangshi City, Panzhihua City.Then we use the Pareto method to find the key factors affecting the ecological civilization construction.Also, the ecological civilization level of Anshan City, Huangshi City, Panzhihua City were compared from evaluation of resource and environment carrying capacity, resource conservation and intensive use, environmental quality.The eighth chapter,the policy suggestions of ecological civilization constuction in mining cities. This chapter proposed policy recommendations mainly from ecological civilization index system, evaluation methods, and ecological civilization construction in mining cities.The ninth chapter, conclusions and outlook. This chapter summarized the thesis and refining,which proposed science policy objectives for mining cities ecological civilization construction.Through the theoretical and empirical analysis, we draw the following understanding:1. The construction of ecological civilization must be based on resource and environment carrying capacity. On the basis of resource and environment carrying capacity index system resources, mean variance weights and comprehensive evaluation method were used to evaluate resource and environment carrying capacity of Anshan City, Huangshi City, Panzhihua City. Resource and environment carrying capacity of Anshan was overall upward trend, and there is a downward trend in recent years. Resource and environment carrying capacity of Huangshi was the good development trend,and that of Panzhihua continued to rise,which was in a rich condition.2. Resource conservation and intensive use boost ecological civilization construction. Resource conservation is one of the tasks of ecological civilization construction.Three mining cities’resource conservation level were evluated.which contributed to the empirical analysis of mining cities’ecological civilization level.Based on the index system of resource conservation and intensive use, mean variance weights was used to evaluate Anshan City, Huangshi City, Panzhihua City’s mineral resources andland resources conservation and intensive utilization level.The three mining cities utilization efficiency of mineral resource had a certain level rise,and land resources utilization level was to be downward or stable trend.3.Improve environmental quality can promote the construction of ecological civilization. Based on evaluation of resource and environment carrying capacity, resource conservation and intensive use, environmental quality, the development model of ecological civilization was introduced and ecological civilization index system was built to evaluate the ecological civilization level of Anshan City, Huangshi City, Panzhihua City.Generally, the development index of ecological civilization remained the same, namely,2003-2007 in stable developmentsituation, since 2007 was tobe the upward trend, and there is a small decline in 2011. From resource and environment carrying capacity, resource conservation and intensive use, environmental quality, the reasons of the differences in the level of ecological civilization construction were analysized. Rresource and environment carrying capacity of the three mining cities were in a rising trend,the former was in a downward trend in recent two years,the latter two was in a light increase trend. The level of resource conservation and intensive use showed a rising trend,and environmental quality index was rising again after the first fall of steady development trend.Overall,the trend of resource and environment carrying capacity, resource conservation and intensive use, environmental quality in the three mining cities were the same,which indicated that the level of ecological civilization construction is infected obviously by the state policy implications. Environmental quality was the key impact factor of the ecological civilization development index.In order to clarify the factors of ecological civilization construction further, the Pareto analysis was used to seek for the key factors of environmental quality. We found that, the main factors affecting the quality of the environment are the number of geological disasters,the number of geological disaster prevention projects, geological disaster prevention unit investment, industrial wastewater unit GDP, industrial sulfur dioxide removal, sewage treatment plant. From this analysis we can see that the quality of the geological environment is the most critical environmental factors.5. Building mining cities" index system should not only reflect the mining cities’ differences with other cities, but also reflect differences in the different positioning of each mining city, including the main mineral resources of different types, different regional location, different stages of development, different traffic conditions advanced technologies, different policy support.etc. The methods of ecological civilization evaluation should be improved from evaluation indicators of selection criteria, coordination problems of subsystems and differences. To improve the level of ecological civilization construction of mining cities, the long-term mechanism of rescource intensive and comprehensive utilization should be established.We should optimize land development space,and utilization a variety of resource.Also, the implementation of integrated, comprehensive, systematic ecological management should be implemented, and collaborative multi-pollutant control mechanisms should be deepen.The innovation of this paper are as follows:(1) From the the tasks easy to quantify which are the national spatial pattern optimization, resource conservation, environmental protection,we built the index system of resource and environment carrying capacity, resource conservation and intensive use, environmental quality to assess the level of resource and environment carrying capacity, resource conservation and intensive use, environmental quality in the eastern mining city of Anshan, the central mining city of Huangshi, and the western mining city of Panzhihua.(2) Based on the assessment of resource and environment carrying capacity, resource conservation and intensive use, environmental quality, the development model of ecological civilization was introduced to seek for the differences of ecological civilization.Also, we use the Pareto method to find the key factors affecting the ecological civilization construction.(3) Evaluation of ecological civilization in mining cities has its particularity, a number of geological disasters, geological disaster prevention project number, geological disaster prevention unit investment were paid into attention when we built the ecological civilization evaluation system,which made the result closer to reality.
