The Northeast Old Industrial Base Opening Competitiveness Study

The Northeast Old Industry Base is the cradle of China’s industrial construction. Northeast Old Industry Base has laid a solid foundation for the industrialization and important strategic material reserves of the country. After the reform and opening up, Northeast Old Industry Base has gone through structural adjustment and restructuring, accumulated some experience and has made great achievements. It has made a great contribution to the reform and development of China. However, in the transition process from the command economy to the socialist market economic system, the economic development of the Northeast Old Industry Base is slower. The change of institutional environment and the upgrade of technological innovation could not keep pace with the change of market. At the same time, the contradiction between the economic development environment and resources of the Northeast Old Industry Base also gradually becomes apparent. Industrial restructuring and upgrading, reform of the supply side are urgently needed. In the background of achieving a new round of revitalization, with "One Belt One Road" strategy for the lead, the Northeast Old Industry Base is firmly grasping the important opportunity to further expand the opening up to the outside world and adding new vitality and lasting power to economic development.Therefore, for a new round of revitalization, it is of practical significance to have a comprehensive and systematic exploration and study of the regional opening up competitiveness of the Northeast Old Industrial Base in China.In this paper, the study on the regional opening up competitiveness, which construct a theoretical framework of the regional opening up competitiveness, is based on open economy, a lot of required data and preliminary research results about the opening up competitiveness of Northeast Old Industry Base. By defining the basic content and features of the regional opening up competitiveness, it makes an analysis of the relationship between the individual elements.Combined with regional characteristics and development status of China’s four sections, it builds the evaluation index and open system of the regional opening up competitiveness.In-depth discussions about the status and causes of opening up are from different aspects:the regional opening up competitiveness, the regional opening up trade competitiveness, the regional opening up investment competitiveness, the regional opening up environment competitiveness, regional opening up service competitiveness. This paper employs Principal Component Analysis, makes a comparison with the accurate measure and trends, proposes targeted and workable policy recommendations to improve the regional opening up competitiveness of the Northeast Old Industrial Base in China. This paper provides reference materials for further expand opening-up and achieving a new round of revitalizing of the Northeast Old Industry Base.The paper consists of nine chapters. Chapter 1 is an introduction about the research background, the theoretical and practical significance, domestic and international literature review, the major research content and framework, research methods, innovations and deficiency of the paper. Chapter 2 is a literature review at domestic and abroad. It is also induction and summary of the related literature about the competitiveness research and opening up as well as an open economy. Chapter 3 introduces related theories, respectively, from the definition of connotation, basic characteristics, theoretical model, index system set forth, and then analyzes the relationship between the regional opening up competitiveness, the regional opening up trade competitiveness, the regional opening up investment competitiveness, the regional opening up environment competitiveness, regional opening up service competitiveness. Chapter 4 introduces the current situation and problems of the opening up in the Northeast Old Industry Base, including historical evolution and strategic position, the status of opening up, the problems and the causes of opening up. Chapter 5 is the analysis on the Northeast Old Industry Base opening up trade competitiveness, evaluation analysis mainly on the trade scale, dependence on trade, commodities and market structures. Chapter 6 is the analysis on regional opening up investment competitiveness in Northeast Old Industry Base, mainly on the Northeast Old Industry Base scale foreign capital, foreign capital structure, FDI spillover effects. Chapter 7 is an analysis on regional opening up service and environment competitiveness, mainly on the foreign economic cooperation and regional opening up environment competitiveness. Chapter 8 is an analysis on the the opening up competitiveness in four Chinese sections, mainly on the overall evaluation and comparison of the four sections and provides reference recommendations to the Northeast Old Industry Base. Chapter 9 is to give some suggestions about how to the opening up competitiveness of Northeast Old Industry Base from five aspects:Take the initiative to the "One Belt One Road" strategy, further expand the Northeast regional opening up, further raise the level of foreign trade, and constantly improve the level of investment from foreign counties and investment to foreign countries, enhance the cooperation between Old Industrial Base and Northeast Asia.
