Since the reform and opening up, numerous rural surplus labor has swarmed into cities. And they are called rural migrant workers. In the recent years, the economy in the cities relies more and more on the cheap labor from the rural migrant workers.They not only meet the needs of the manual labor from factories but also provide various service for life from households.They amounted to 270 million in 2014 and are the main parts of the labor force of the secondary and tertiary industries. Compared to the economic contribution and increased size of them, the integrity of social pension rights of the rural migrant workers have not been fully protected. On one hand, the participation of social pension scheme by the workers is still low in the country.The Bulletin of Human Resources and Social Security Statistics 2014 released by the ministry of human resources and social security shows that the number of rural migrant workers covered by the basic social pension scheme in the cities is 54.72 million at the end of 2014. However the total number of rural migrant workers is 270 million, which means that more than200 million are not covered. On the other hand, the issue of social pension transferring has been not well solved yet, which results in part in the low participation. The current policy meets partly the transferrig need because of the migrantly working in a sense but the social pension rights have not been fully protected. The rural migrant workers have to suffered from high cost of migrating.Systematically researching the transferring of rural migrant workers social pension is of important practical significance.On the macro level, rural migrant workers’ social pension is related to the harmonious social development.The well designed scheme of the rural migrant workers pension transferrig is conducive to the maintenance of social justice, rational adjustment of the interests of workers and farmers, promotion of the flow of labor, and labor market efficiency improvement. On the micro level, a well designed scheme for transferring the social pension of rural migrant workers is helpful to maintain the social pension rights while migrating, meet the basic needs of retired workers and provide the basis and reference for scientific decision-making of the government at all levels.This paper puts forward the rural migrant workers’ pension urban-rural transferring path based on endowment coefficient. It starts with the minimum contribution years of 15 in the current polilies of the basic old-age insurance for urban enterprise workers(hereinafter referred to as workers’ pension), the basic old-age insurance for urban and rural residents(hereinafter referred to as residents’ pension) and the current transferring policy. Based on the theories of social pension urban and rural transferring, combined with the statutory minimum contribution years’ pension and on the premise of the maximum degree of consistency with the current basic pension calculation method, the endowment coefficient model is established. And then the rationality of the model is proved through the empirical analysis, and the basis and policy recommendations for the rural migrant workers’ pension transferring are provided.The thesis concludes the followings. The transferring scheme in the thesis is incentive and equitable, of positive income redistribution effect and helpful to urban and rural balancing.The paper constitutes with six sections.Chapter 1 is the introduction, mainly introducing the background and significance of the topic, the researches both at home and abroad, researching methods and plan, and innovation and inadequacy.Chapter 2 is the basic theories of the transferring of rural migrant workers’ pension,mainly including the theories of dual economy, balancing urban and rural development theory, Equalization of urban and rural social pension, social justice theory, social pension portability and income redistribution theory. The theories are interrelated and supplemented, and deal with the core issues like the the basis of reality and theory.Chapter 3 is the status of the rural migrant workers’ social pension, the urban-rural transferring policy and its evaluation, analyzing the status of rural migrant workers and the social pension, discussing the contradiction between the mobility of the workers and their social pension scheme, analyzing the status and constraints of the transferring and focusing on the welfare evaluation on the current transferring policy.Chapter 4 is the designing of the rural migrant workers’ social pension transferring scheme, exploring the realistic and theoretical basis, putting forward the scheme in the thesis on the basis of comprehensive comparison of the main ideas in academia, focusing on the key factors and main contents of the scheme, constructing the endowmentcoefficient and statutory minimum contribution years’ pension and transferring model hence.Chapter 5 is an empirical analysis of the rural migrant workers’ pension urban-rural transferring scheme. And the empirical evaluation on the scheme is conducted from the perspective of level of basic pension, income redistribution analysis, portability analysis and welfare improvement. The rationality of the scheme is analyzed. Welfare improvement includes the full pension of the rural migrant workers while migrating,income substitution and consumption compensation. Social welfare improvement includes basic pension gap decrease between urban and rural areas and poverty reduction.Chapter 6 is the transferring scheme eligibility analysis while the urban and rural areas pooling. From a developing perspective the scheme is reviewed. The game analysis and empirical analysis are conducted on the eligibility. The cooperation mechanism is set up to break the the prisoner’s dilemma of the transferring. The income redistribution effect and pension level are analyzed and evaluated on the base of labor justice and existence justice criterion.Chapter 7 is the conclusions and suggestions. It concludes that the scheme is incentives, conforming to the principle of fairness, conducive to pooling urban and rural areas as a whole and has positive income redistribution effect, etc. The policies are raised,including improving the policy for transferring, protecting pension rights and interests,strengthening the construction of the platform, laying solid foundation for transferring,speeding up the system adjustment, promoting to pooling urban and rural areas as a whole, protecting the labor rights and interests and improving the ability to participating the pension plan, etc..
