Homestead system is an important factor affecting the allocation of homestead. Since the reform and opening up, with the deepening of social transformation, the external environment of the homestead system changes, so the homestead system has not been able to adapt to the needs of the current homestead management, and it is in urgent need of reform and innovation. From the perspective of homestead function and with the help of the institutional change theory, this study constructs the framework for the analysis of homestead function change and homestead system innovation demand, it analyzes the homestead function changes under the background of social transformation and how the homestead function changes produce a influence of homestead system innovation. On the basis of the above analysis, under the guide of the allocation of resources theory, efficiency and equity theory, this study constructs the framework for the analysis of resource allocation efficiency and equity and homestead system innovation, gives an empirical analysis of homestead allocation efficiency and equity condition under the current homestead system, and puts forward the direction of the homestead system innovation under efficiency and equity framework. On the basis of theoretical and empirical analysis, the ideas and policy suggestions on the innovation of the homestead system are proposed. The main conclusions of this study are as follows:(1) With the deepening of the social transformation, the external environment of the current homestead system has significantly changed, the rural homestead function changes which forms unobtainable external profits under the framework of the existing system. For those related stakeholders of homestead,homestead system innovation are needed. As the supplier of the homestead system, the government should timely adjust to the homestead system according to different types of homestead function changes.(2) From the perspective of social practice, the homestead has the functions of living security, production, storage and property. According to the theory of resource allocation, efficiency and equity theory, different functions of the homestead should reflect different configurations and adopt different configuration modes. Its security function should reflect the equity target, while the functions of production, storage and property should reflect the target of efficiency.(3) The implementation of land allocation efficiency should flow in accordance with the principle of homestead benefits, guide the allocation of homestead to high benefit usage or space, and make the best use of the resource. Urban and suburban villages should actively improve the homestead market of the collective economic organizations; the rural village should build homestead existence incentive and restraint mechanism and guide the homestead to flow to the farmland, "urban and rural construction land increase or decrease in the hook" and "land ticket transaction" are important ways to realize the land in different spatial optimal allocation, we should actively improve the transfer mechanism on the different space of Homestead.(4) Based on the guarantee function of homestead, achieving the equity of homestead allocation needs to innovate the form of land distribution, and fulfill the combination of the physical distribution and indicative distribution, so as to protect the peasants’ rights to live in a fair way. By improving the participation of farmers in the process of homestead, the rule of land allocation equity can be achieved.(5) With the industrialization, urbanization and market development, and gradually increase of the financial functions between the homesteads of urban and suburban villages, peasants can make good use of the homestead to gain profits which have a very strong incentive for peasants to expand homestead area. The leading function of the homestead is the protection of housing. In order to prevent the excessive occupation of homestead, it is necessary to strengthen the homestead usage control.
