Currently, the world economy has experienced two waves of globalization about the manufacturing and service industries and entered the new era of globalization driven innovation,innovation has become the driving force of economic development, fundamentally change the global competitive landscape. Eighteenth national congress report of the Chinese communist party proposed the implementation of innovationdriven development strategy, placed technological innovation in the heart of the overall national development, the Tianjin Municipal Fourth Plenary Session of the Tenth proposed "reform guide, drive innovation, transformation and upgrading" of the general requirements, the innovation-driven development is defined as the key of transformation and upgrading in tianjin. SME clusters are industrial organization which drive various elements gathering through system construction, mechanism innovation. based on the development of high-tech SME and little giant enterprises, SME clusters are an important support of the construction innovative city 、 the implementation the innovation-driven development strategy, the efforts to deepen science and technology system, beautiful tianjin building supported by science and technology.Firstly, summarizes the theory of industrial clusters and innovation networks, analyzes SME cluster network formation,dynamic evolution and innovation mechanism, explores the impact of knowledge spillovers and absorptive capacity for cluster’s innovation, the above analysis laid a theoretical foundation for empirical research.Secondly, the paper constructs a theoretical model based on innovation network, combines with industry clusters, network characteristics and innovation theory,analyzes innovative network structure and mechanisms impact on enterprise innovation through knowledge spillovers and absorptive capacity. Thirdly, the paper analyzes the sample data and tests the theoretical model with structural equation mode, validates the impact mechanism of innovation networks on enterprise innovation through the intermediary role of knowledge spillovers and absorptive capacity. Finally, the paper analyzes overall layout,evolution patterns and typical cases of industrial clusters in Tianjin, gives the corresponding countermeasures and suggestions of hightech SME cluster in Tianjin.Based on the theory of industry cluster and innovation network, researches the main mechanism of innovation performance and network characteristics from the perspective of high-tech SME. on the one hand,reveals the mechanism of innovation network influence on innovation performance,explores key issues affecting innovation performance; on the other hand,the article proves the intermediary role of knowledge spillovers and absorptive capacity between cluster network and enterprise innovation. by analyzes the results of empirical research, the paper hope to have some guidance and practical value on SME innovation from the perspective of cluster innovation network.
