High-tech Industry cluster has become the most successful model to develop the high-tech industry, and it is significant to promote technology advancement and the Quality of Economic Growth. So in the last decade, there has been a widespread resurgence of interest in high-tech industry clusters.During the study of high-tech industry cluster, a problem is deserved to consider, that is, why some high-tech of Industry develop very well (such as Silicon Valley), but others not, what is driving power of its development and where does this power comes?Through the review of current literature and high-tech industry cluster development practice, we find such a clue: the innovative ability is the continuous driving power of high-tech industry cluster; knowledge spillover and absorptive capacity of firms within cluster are key factors of high-tech Industry cluster innovation, while knowledge spillover and absorptive capacity are influenced by social capital of the cluster. Studying the relationship among knowledge spillover, absorptive capacity, social capital and innovative performance of firms operating within high-tech industry cluster can open out the micro mechanism of cluster innovation and resolve the driving power of high-tech industry cluster.Although certain theoretical and practical research on the innovation of high-tech industry cluster have been developed with plenty of achievement.
