Hierarchy of urban agglomeration is an important factor in urban agglomerations competitiveness and sustainable urban development impact. Clarify and explore the hierarchy structure of Chinese Urban Agglomeration Development and forming mechanism, to fill the research gaps in the field, for promoting China’s urbanization process, improve the urban cluster development theory it has important theoretical and practical significance. In this paper, the new economic geography, urban economics and transition economics theory starting point to investigate the Intergovernmental competitive behavior under the background of Chinese urban agglomeration of land as the main means of business strategy, which was integrated into the new economic geography "center-periphery "theory (CP model), as well as city group" gathering force-diffusion of power "game analysis, by constructing" land management strategy-local Government competition-urban agglomeration hierarchy evolution "analytical framework, the use of R software, ArcGIS, Matlab and stata statistical software integrated use of spatial evolution of the graphical analysis, spatial econometric regression, dynamic panel regression, multiple linear regression method, the spatial pattern from the Chinese local government land under the city group background business characterization and spatial evolution morphological analysis, theoretical analysis and empirical analysis of Chinese urban agglomerations hierarchy of evolutionary mechanisms, five urban agglomerations hierarchy evolution heterogeneity and its influencing factors and other aspects of China to explore the dynamic mechanism of urban agglomeration spatial structure, to grasp the urban agglomeration hierarchy the internal laws of evolution, as put forward China’s urban agglomeration optimization mode hierarchy, provide theoretical and empirical basis.Theoretical study found that:(1) Due to the division of China’s land market, urban agglomeration in the outlying cities can manage and control land resources of its jurisdiction, to form their own competition through the land price, the regulation of land supply area and other land management policy advantages to attract resources, industry and labor to outlying urban mobility, so that the natural state should have due to the agglomeration level high first degree hierarchy "home market effect" and presented correspondingly weakened even less than the proliferation of power, to change the traditional "core-periphery "structure concentration and diffusion process and force the game pattern; while the face of competitive strategy periphery of the city, the center of the city to resist industry pressure, and the outflow of resources will take measures, thus the formation of the space center and the periphery of the city competition situation, while strengthening the level of competition makes the space of the first first city is gradually reduced, while the combined market has resonance effect makes the hierarchy of urban population tends to flatten; (2) outside the center for between these two types of cities, if the center urban land prices rise, not only led to reduce the number of manufacturing enterprises, but economic growth is not stagnant, but to maintain high economic growth, which means that labor productivity has been improved.
