Research On Local Governments' Functions On The Land Expropriation And Management During The Process Of Urbanization

Urbanization is the process during which the nature landscape and the agriculture landscape change into the urban landscape. During the process a large square of land changed from farm and nature into construction land. According to the laws on the land management, change of using of the land is finished through the land expropriation. According to The Act of the Land Management of PRC, the land of our country is owned both by the Country and by the Group and only land owned by the Country can be used in the construction. The land expropriation is the process during which the land owned by the Group changes into the land owned by the Country and then used by enterprises in construction. Exactly, the government plays an important roll in the land expropriation. But during the process of the land expropriation, the duty of the government isn't clear, and it results in some problems such as the use of the land isn't fit to the land using planning and the urban planning and the lever of lives of the peasant who lost their land is down.Based on the analysis of the theory of public administration and the land expropriation, the essay analyzed the phenomenon of the mistaken of the governments' duty during the process of the land expropriation and its reason, and then the essay described the signification of the mistaken of the governments' duty during the land expropriation.
