With the rapid development of economic integration in Chang-Zhu-Tan city cluster, the demand for land is increasing, and is increasingly diverse. In the face of limited land resources, the growing demand for land and land use goals overlap here. Because of competition from each subject for land use, the problem of land use conflict is prominent. Under the background of building a harmonious society, the development of land use conflicts research has the profound significance in helping to coordinate regional development and achieving sustainable land use of Chang-Zhu-Tan city cluster.From pressure, state and response of land use conflicts, established an index system to evaluate the land use conflict intensity of Chang-Zhu-Tan city cluster. The weights of indexes are determined by entropy. This paper evaluates land use conflicts intensity from1999to2008, and applies the principal component analysis to study the drives of land use conflicts. Moreover some counter measures and approaches are presented aiming at reducing land use conflicts in terms of a regional management of environment and natural resources. The results are as follows:(1)The conflict intensity of land use in Chang-Zhu-Tan city cluster increased during1999-2008, mainly because urbanization and industrialization have speeded up, which leaded to increased land use pressures.On the contrary, the control power of land policy was not so strong, and the state of land use assumed a fluctuating drop trend.(2) From the spatial scale, each district and county of Chang-Zhu-Tan city cluster was in the low intensity conflict range in1999. In ten years, the land use conflicts of Chang-Zhu-Tan city cluster were on the rise, and significant changes have taken place in the regional. In2008, the north central region was at high intensity conflicts, and southern region was in moderate conflicts zone.(3)The main driving factors of land use conflicts change existed in the following four aspects:the rapid economic growth,driving factors of comparative advantages,the pressure of population growth factors,science and technology investment and land policy.(4) Finally, some measures were proposed aimed at resolving issues. such as farmland demand-supply balance, controlling population growth, transformation of the mode of economic development and ecological protection.
