Forestry resource city is a kind of city which is based on the forest resources,with the continuous over logging of forest resources in the decades, the recoverable resources are exhausted, and the urban economic and social development is difficult. Therefore, the national development and Reform Commission points of three batches of Yichun, Da Hinggan Mountains, Baishan etc.16 forestry resource-based city column for the depletion of forest resources in transition pilot cities since 2008, trying to through the forestry resource exhausted cities implement economic transformation of the pilot, to find a suitable for forestry resource-based cities economic development mode.In 2014,Daxing’an Mountains,Xiaoxing’an Mountains,and Changbai Mountains was planned for the main ecological function areas by the state, and our country forestry resource exhausted cities mainly distributed in Daxing’an and Xiaoxing’an Mountains, Changbai Mountains, the important ecological status and forest resources of renewable determines the these forestry resource exhausted cities, still bear the function of ecological environment protection and the state forestry resources reserve base, provide for the national ecological products and economic provide forest resources, as climate change provide increase carbon sequestration sinks and other services.Therefore, it is necessary to explore the forestry resource based cities not only to provide ecological products to the state, but also to achieve the road of economic and social transformation. The development of low carbon economy as the breakthrough point,this paper explore the path of development of forestry resource exhausted cities to realization of economic restructuring, but also provide the ecological service function; both to the reform and development, but also take into account social harmony and stability.Using the symbiosis theory and system theory, this paper carries on the structure analysis of low carbon development system of forestry resource exhausted city systematically and theoretically, including the construction of low carbon city development of population, economy, environment, energy and carbon emission subsystem of the symbiosis system, and analyzes the organization mode of low carbon development system of forest resources exhausted city.It shows that the closed system is composed of five subsystems, and which exist a full range of interaction among the five subsystems, and mutual symbiotic relationship will eventually form a stable mutualism among them, these are to meet the integration symbiosis organization mode, low carbon development system in the forest industry resource exhausted cities belong to the typical integration symbiosis organization mode.At the same time, this paper constructs the cooperative operation mechanism of forestry resource exhausted city low carbon development system, which is composed of dynamic mechanism, incentive mechanism, constraint mechanism and innovation mechanism. Through the dynamic mechanism, incentive mechanism, restraint mechanism and innovation mechanism of the interaction and collaborative operation, the forest resources exhausted city low carbon development system of cooperative operation mechanism is formed.By constructing the SD model, and we obtain the control parameter for sensitivity analysis, according to the control parameter,we select corresponding policy as leverage points, to obtain the optimal policies for the development of low carbon city, improve policy development of accuracy.At the same time, this paper construct three kinds of situation by the use of situational analysis method:the baseline scenario (BAU), low carbon scenario (LC), strengthening low carbon scenario (ELC), and simulate and predict the low carbon development trend of forestry resource exhausted cities. The research shows that low carbon context (LC) is a feasible situation for forest resource exhausted cities under the constraint of carbon emission reduction.Based on the system dynamics simulation and situation analysis, this paper puts forward the forest health tourism, low carbon consumption patterns and other forest resources exhausted cities low carbon development model. In view of the trend of low carbon development, this paper puts forward that the forest tourism in state-owned forest region is mainly adjusted to the health and leisure mode. Through the use of data mining technology, the demand for the heterogeneity of tourists is identified, the potential demand is tapped, on the basis of the identification of potential demand for tourists, forest health tourism products is innovated continuously. On this basis,to the Internet as a platform, constructing a system which gives priority to tourism, health services, north pharmaceutical, green food industry, real estate, transportation, trade and industry and other industries, supplemented by the forest health tourism leisure industry chain. At the same time, the paper puts forward the low carbon consumption model, which is the only way to realize the low-carbon development of forestry resource exhausted cities. This paper argues that the development of low carbon forestry resources exhausted city began as a concept, the development of low carbon government, enterprises and residents, which constitute the consumption patterns of low carbon society, low carbon consumption by government office, low carbon procurement, low carbon travel from top to bottom, as residents of the low carbon life, low carbon consumption, low carbon travel, bottom-up implementation of low-carbon consumption, and the enterprise as low carbon product providers, through low carbon production, low carbon procurement behavior, provide low carbon products meet the standards for the society, the three main combined constitute the consumption patterns of low carbon society, and finally this paper puts forward the corresponding countermeasures for the low carbon all kinds of development mode.
