Research On Small-town Construction Operating Mechanism Of HLJ State-owned Forest Region From The Perspective Of Ecological Civilization

The Report of the Eighteenth National Congress of the Communist Party of China definitely puts forward:"We should keep to the Chinese-style path of carrying out industrialization in a new way and advancing IT application, urbanization and agricultural modernization." And it emphasizes that we should " We must give high priority to making ecological progress and incorporate it into all aspects and the whole process of advancing economic, political, cultural, and social progress, work hard to build a beautiful country". So far, China has entered a "five-in-one" construction period and raised "new urbanization" to the national strategy. Since April 1st,2014, the state has entirely begun to stop natural forest commercial logging in HLJ key state-owned forest region, and the development of the state-owned forest region has gone to a crossroad, meanwhile forestry development mode has caused fundamental shift from the original "cutting" to "maintaining ecological". The implementation of the comprehensive prohibition of felling policy has had a positive effect on the ecological civilization construction, at the same time, has seriously impacted on forest region, forestry industry, and residents’ livelihood during a certain period. Small town of State-owned forest region is vital carrier in development of economic and society, constructing small town of state-owned forest region is effective method to promote modern forestry industry development, as well as undertake historical mission of national ecological civilization construction, and that it is a key issue in the process of forestry alleviating demands for national economy and people’s livelihood. In such a context, this thesis emphasized on theoretical analysis and empirical research on state-owned forest region small town construction, in order to find the key factors and functional mechanism influencing the state-owned forest region small town construction with a new ecological civilization perspective, thereby providing theoretical support and policy suggestions for the subsequent constructions of state-owned forest region small towns.First of all, based on widely consulting and collecting from domestic and abroad research results on the small town construction theory, the thesis summarized the theoretical domestic and abroad research status and the latest achievement of practice, and several types of small town construction, then established the theoretical foundation for this research. By field research, exploration, into 40 Forestry Bureaus in Heilongjiang Province, collected basic data related to state-owned forest construction of small towns, according to research data the thesis deeply analyzed the development and problems of small towns in Heilongjiang Province.Secondly the thesis analyzed the state-owned forest ecological civilized small towns operation mechanism theoretically. The goal of constructing the state-owned forest region small town is to achieve healthy development of economy, technological innovation and development, social harmony and beauty, eco-friendly, and a clean and efficient government. It can be seen that the state-owned forest region small town construction is a complex open system, and need to use the system theory to research. Through the above analysis, it built the complex ecosystem of state-owned forest region small town construction, and its components includes ecological economy system, green technology system, ecological and social system, ecological environment, ecological political system. Based on above, the thesis qualitatively analyzed the operation mechanism and acting path of state-owned forest region small town construction.Third, the thesis constructed analysis model of operating mechanism of HLJ state-owned forest region eco-civilized small town construction, including the small town construction operation effect quality assessment system model, the internal synergy model, development trend analysis model. From ecological economy, green science and technology, ecological society, ecological environment, ecological politics five dimensions, built 13 standard level 40-index evaluation systems. On this basis, it comprehensively and systematically evaluated state-owned forest region eco-civilized small town construction with mathematical statistics methods, such as the weighted linear method, the variation coefficient method, Bertalanffy equations, grey correlation model, bivariate regression model. The result indicated that from year 2008 to 2014, the overall operation effect of HLJ state-owned forest region small town construction was not ideal, the interactive coupling degree of internal and between subsystems was poor, and competition existed, hence it needed to be optimized further.Fourth, on the basis of empirical analysis, from the perspective of construction goal of state-owned forest region eco-civilizaed small towns, based on of the reasonable layout of small towns, the thesis put forward the construction of small towns basic development ideas and "2-3-4-5" model of development. For the problems revealed from small towns evaluation process, the thesis proposed targeted solutions for state-owned forest region small towns, such as constructing low Carbon eco-economic system, efficient green technology systems, social harmonious ecological system, ecological system intensive, ecological and democratic political system, "five-in-one" new coping strategies. The thesis provided the reference basis for the implementation of follow-up policies for state-owned forest region small town construction.
