Research On The Ecological Civilization Constrction Of The Country In The New Normal State Of China’s Economy

China’s ecological civilization construction still lags behind its social and economic development on the whole. Increasing restriction of resources, server environmental pollutions, deterioration of ecological system, increasingly prominent contradictions between development and population, resources and environment have become an important bottleneck of China’s economic and social sustainable development. Accelerating the construction of ecological civilization is the inner requirement for accelerating the transformation of economic development and improve development quality and effect, the absolute choice of promoting social harmony, the choice of the times to realize the great rejuvenation of the Chinese nation as well as the major measure to respond to climate change and maintain the globally ecological safety. We are required to fully understand the extreme importance and urgency of promoting ecological civilization, effectively enhance the sense of responsibility and sense of task and firmly establish the philosophy of conforming to and protecting the nature. During the process, we have to stick to the principle—Lucid waters and push mountains are invaluable assets, mobilize all party members and the whole society to take actions immediately to promote the construction of ecological civilization in a depth and sustained manner, accelerate the formation of a new pattern of modernization construction—the harmonious development of people and the nature. Finally, the new era of socialist ecological civilization is opened.At present, China enters into the new normal economic times characterized by deceleration and transformation, improvement of quality and efficiency. County, as one of basic units of administrative system, is the main domain if the country’s organizational production and social activities. Therefore, it is a region full of various national ecosystems. The ecological environment at the county level and agricultural sustainable development are based on and supported y urbanization process. County economy, as the backbone of national economy and key pillar of a moderately prosperous society, demonstrates strong sense of urgency and anxiety. At the same time, county areas, faced with high consumption and low efficiency, should be the main targets of the ecological civilization construction of Chinese counties. Thus, in order to accelerate economic restructuring in counties and comb out thoughts of developing county’s ecological civilization construction, we should identify problems actively, find solutions and take specific measures, thereby adapting to the development new economic normal.The paper, by adopting literature analysis and a qualitative-quantitative-combined method, analyzes the status quo of economic and social development in Chinese counties and explains the starting point and optimization direction of the construction of ecological civilization. Based on the understanding of the current situations of ecological civilization construction, it demonstrates the main problems in construction of ecological civilization in Chinese counties under new normal of economy, including regime, consciousness, construction system and other aspects. Combined with the implementation process of the administrative behaviors, it proposes the specific solutions of ecological civilization in county level from decision making, organization, coordination and control aspects, expecting to provide reference for the construction of ecological civilization under new normal of Chinese economy.
