The Study On The Reform Of Forest Management And Forest Resources System In China Key State Owned Forest Region

Forest Management and Forest Resources System are not only the basis of sustainable development of forestry, but also the most important part of Forestry Focus.Key State-owned Forest Region is the biggest forest region in China. It’s been developed for long time and contributed a lot to China ecological benefit. It includes the region of Da Xinganling、 Xiao Xinganling、 Jinshajiang、 Bailongjiang and Xinjiang Tianshan areas.Through the development and utilization in the past half century, the key State-owned Forest Region has become the areas with highly lack of mature and over-mature forest resources. Because of this, Economic crisis、 delay development on society and Social instability is the characteristic of local regions. The root cause of the issue is mainly due to too much focus on timer production in the past half century and highly ignorance of Forest Management and Forest Resources System Management, they’re the key root cause of all exiting issues.The main object of my thesis is, base on the Modern Foresty Theory, on the basis of lesson and learns from past development and overseas countries, to re-design the new model of Forest Management and Forest Resources System in China Key State-owned Forest RegionThe main conclusion of my thesis is:First, in order to realize the objective of building up state ecological barrier and forest product supply base, consider the current ecological situation, China State-owned Forest region need to be re-classified into Ecological Public Welfare Forest Region、 Compatible Forest Region and Commodity Commercial Forest Region. Second, To expedite forest classification management. Different methods of forest management、 forest resources system、 supporting and funding policy need to be applied against different forest division. Third, base on the fact of unclear division among State-owned Forest、Local-owned Forest and Private Forest, to re-design their boundary and the principle is:State-owend Forest is the region directly managed by Central government, Local-owned Forest is the region managed by Local government and Private Forest is the region managed by proviate operator. For State-owned Forest, the prviouse Central government controlled region could be considered as the first region to be included and its range could be expanded step by step. Fourth, for the State-owned forest region, the new model of Forest Resources System need to be build up, ie, the vertical Forest Resources System. Fifth, to re-design the related supporting policy to support the success reform of Forest Management and Forest Resources System in China Key State-owned Forest Region.
