Research On Coordinated Development Of Ecological Construction And Economic Transformation In State-owned Forest Region Of Forest Industry In Heilongjiang Province

After the implementation of the natural forest resources protection project,state-owned forest region of forest industry in Heilongjiang province undertakes the dual tasks of ecological construction and forest area development.It not only needs to undertake the strategic deployment of national ecological construction and maintain ecological security,but also innovates the system and mechanism,promotes the development of forest area tlirough economic transformation in aim to increase forestry efficiency and workers' income.Irn particular,since the commercial harvesting of natural forests was completely stopped in 2014,all forest areas vigorously enhanced afforestation and forest resources protection under the guide of the development concept of "green development and ecological priority",and have built a solid green ecological barrier for the Northeast Forest areas.However,there still existed problems of how to carry out the system reform,innovate the economic development model,promote economic transformation and drive the people to increase income based on forest ecological resources.Therefore,the coordinated development of ecological construction and economic transformation is the focus of Heilongjiang forestry industry state-owned forest region.Additionally,it is of great significance and practical value to study the coordinated development of ecological construction and economic construction around the theory of sustainable development.Reviewing different theories and methods of related scholars at home and abroad,the corresponding index system was established by the coupling coordination degree model and the grey dynamic evaluation model to make an empirical analysis of the research area,and provided the corresponding theoretical support and countermeasures for the coordinated and sustainable development of forestry ecological construction and economic construction.Firstly,the basic situation of forest industry state-owned forest areas in Heilongjiang Province was summarized,including the ecological construction and economic development of forest areas.Secondly,the indicators from both ecological and economic aspects were selected cautiously to construct the index system of coordinated development of ecological construction and economic transfonnation.The weight of the indicators were determined by objective weighted entropy method.And the comprehensive evaluation value was obtained by weighting method which pristine data of relevant indicators were collected from 2000 to 2017.Then,the coupling coordination degree model is used to calculate the level of the coupling and coordinated development between ecological construction and economic transformation.The self-development ability and mutual influence degree of the ecological and economic subsystems are analyzed by establishing the gray dynamic evaluation model,and the interaction mechanism between ecological construction and economic development was analyzed.The results exhibited that the forestry industry state-owned forest areas in Heilongjiang Province mainly focused on ecological construction from 2000 to 2017.The coupling coordination degree of the ecological subsystem and economic subsystem went through different development type stages,i.e.,barely-coordinated?primary coordination?intermediately-coordinated?well-coordinated,which a nonlinear upward trend.Both ecological and economic subsystems have limited ability of self?development.Noteability,the ecological subsystem promoted the economic subsystem,while the latter inhibitd the former.Finally,the reasonable countermeasures and suggestions were put forward,according to the results of model calculation,the shortcomings of each subsystem should be completed and the coordinated development effect of the system should be propagandized.External environmental pressure should be reduced continuously while forest cultivation and the quality of forest resources would be improved.Forestry compound management should be carried out in the important basis of taking forestry resources as the economic development point.
