Urban agglomeration in the middle reaches of the Yangtze River is based on Wuhan, Changsha, Nanchang City as the center, covering the Wuhan city circle, ring of Changsha, Zhuzhou and Xiangtan city group, ring Poyang Lake urban agglomeration as the main form of large urban agglomerations, the land area of about 31.7 million square kilometers,2014 achieve GDP 6 trillion yuan, at the end of the year, with a total population of 1.21 billion, respectively, accounting for the 3.3%,8.8% and 8.8%, the total economic output in the Yangtze River Delta and the Beijing Tianjin Hebei region, the Pearl River Delta ranks fourth, Jiangxi, Hubei and Hunan provinces in economic and social development of the agglomeration area. Wuhan city circle, ring of Changsha, Zhuzhou and Xiangtan city groups, rings of Poyang Lake urban agglomeration are provinces in densely populated areas, respectively, carrying the more than 60% of the total provincial economy, facing multiple pressures from economic growth and population, environment. To accelerate economic and social development and to strengthen the protection of the ecological environment is the common aspirations of, in Jiangxi, Hubei and Hunan provinces under the concept of "ecological community" sharing, regional economic and social development and ecological environment protection from the topical issues in the past promoted to "ecological communities" of global problems, and realize the sustainability of the middle reaches of the Yangtze River city group construction and development.This article uses the literature research, qualitative research and quantitative research, comparative study, statistical analysis and other methods, the related theory of ecological civilization construction systematically, summarizes the Yangtze River city group of ecological civilization construction, constructs the evaluation index system of ecological civilization city group, the middle reaches of the Yangtze River City Group 31 City as the object of analysis from the resources environmental carrying capacity, land space development pattern optimization, eco efficiency and environmental quality improvement and other four dimensions of the various subsystems of the development level of evaluation, on the basis of this, using the comprehensive evaluation method of Yangtze River City Group Construction of ecological civilization level of the comprehensive evaluation and Research on synergetic development, put forward the evaluation green development, the construction of ecological civilization and ecological civilization assessment of Yangtze River City Group Policy recommendations.Chapter one is introduction. Mainly from the research background, the significance and the method that start, followed by a lot of literature review, starting from the important task of the construction of ecological civilization and specific requirements, to cities and population, resources and environment carrying field of force, the spatial pattern of land development, eco efficiency, environmental quality and comprehensive evaluation research at home and abroad on the construction of ecological civilization related research review, review the relevant theoretical basis of the progress of the related research and ecological civilization. At last, the paper puts forward the research ideas and the framework of the thesis and the main innovation points of this paper.The second chapter is the study on the evaluation system of city group in the construction of ecological civilization. From the purpose and significance of the urban ecotogical civilization evaluation of combining the macroeconomic policies of the countries and regions, carries on the analysis in view of the specific requirements of the 17th National Congress of the Communist Party of China,18, the eighth session of the third and fourth and Fifth Plenary Session proposed the construction of ecological civilization, clear and specific requirements of the important task of urban agglomeration ecological civilization construction, and put forward of urban agglomeration of ecological civilization construction evaluation index system framework, including urban population resources and environment bearing dimensions of evaluation of urban agglomeration, land space development pattern evaluation, urban agglomeration eco efficiency evaluation, urban agglomeration environmental quality evaluation evaluation. And the city group of the construction of ecological civilization evaluation methods were summarized, the formation of the city group in the construction of ecological civilization evaluation index system and method system.The third chapter is the evaluation of resources and environment carrying capacity of urban agglomeration in the middle reaches of the Yangtze River. On the distribution of urban agglomeration in the middle reaches of the Yangtze River water resources, land resources, mineral resources, resources, and Ecological District, environmental quality, geological environmental conditions were description of the system analysis, and through the regional resources and environment carrying evaluation index to sort out, to improve the existing index system, three angles, from the economic and social gathering, resources carrying capacity and environmental capacity, construct evaluation index system of the carrying capacity of resources and environment of city clusters, resource environment of middle reaches of the Yangtze River city group carrying capacity comprehensive evaluation, for the middle reaches of the Yangtze River City Agglomeration of ecological civilization construction of the foundation. Through the middle reaches of the Yangtze River city cluster resources environment bearing evaluation, draw the following conclusions:(1) Of the middle reaches of the Yangtze River city group of the present situation of resource environment better, the region is rich in water resources, various types of land resources, metal mineral resources better; forest coverage rate higher, vast lakes area, water environmental quality is generally stable, difference of regional atmospheric environmental quality significantly. (2) Resource environment in the middle reaches of the Yangtze River City Cluster bearing comprehensive evaluation results show, agglomeration of the middle reaches of the Yangtze River City Group Economic and social, carrying capacity of natural resources and environmental carrying capacity differences significantly, overall resource and environment carrying capacity show a downward trend; urban resource and environment carrying capacity is relatively low, resource and environmental constraints have stronger; ring Poyang Lake City Group of the overall resources and environment comprehensive bearing ability is better than that of the Wuhan city circle and ring of Changsha, Zhuzhou and Xiangtan city group. Each city should be based on the disadvantages of the resources and environment carrying capacity and the short board, to determine the path of the comprehensive carrying capacity of resources and environment.The fourth chapter is the research group of land space development pattern evaluation in the middle reaches of the Yangtze River city. A comprehensive description of the current situation facing the Yangtze River city group urban development pattern, agricultural development and ecological security pattern of strategy from the macro level, the analysis pointed out that the main problem of the Yangtze River city group of land and space development pattern is facing, and reviews the relevant evaluation pattern of land development space, and to "Sansheng" space theory, construction land and space development pattern of city cluster evaluation index system of three aspects of selection of city group is the production space, living space, ecological space, using the dynamic factor method to evaluate the Yangtze River city group land development space, to provide reference for the direction of Yangtze River city group of land and space development pattern optimization. Through the middle reaches of the Yangtze River city group land spatial development pattern evaluation research, draw the following main conclusions:(1)The middle reaches of the Yangtze River city group of land and space development has initially formed a "three vertical and two horizontal multipolar" for urban development pattern of the main basically laid a foundation of the "circle seven District seven band" and thus lays the foundation for the main body of the agricultural development pattern, the overall production capacity of agriculture by strengthening, has formed "four screen two belts, and four zones" as the subject of ecological security strategy pattern. But at the same time, there are also such as economy and population distribution imbalance, uncoordinated regional development intensified; land use efficiency is low, regional differences in the larger; urban spatial expansion increased, reduce the urban ecological function and effect of regional development and resource environment. (2) The middle reaches of the Yangtze River city group of land and space deve lopment pattern evaluation results show that, the middle reaches of the Yangtze River city group development of national spatial pattern in the dynamic adjustment, significant fluctuations in the various regions and significant differences; overall, the Poyang Lake City Group and Changsha Zhuzhou Xiangtan Urban agglomeration spatial development pattern is superior to the Wuhan city circle; each city needs from their land and space development in the presence of the outstanding problems, from the national spatial deve lopment pattern of the reality and optimization direction adjusted jointly promote urban agglomeration spatial development pattern optimization.The fifth chapter, the ecological efficiency evaluation of the urban agglomeration in the middle reaches of the Yangtze River. From the connotation of eco efficiency of summed up the current eco efficiency evaluation index, choice of economic class, resource class, environmental three major categories of indicators to construct the evaluation index system of urban agglomeration eco efficiency, and the use of super efficiency DEA model in data envelopment analysis, and Malmquist index, static and dynamic evaluation and analysis of the ecological efficiency of the urban agglomeration in the middle reaches of the Yangtze River, reveals the law of evolution of the regional differences in the middle reaches of the Yangtze River in the urban agglomeration of ecological efficiency and dynamic. At last, through the Tobit regression model, the influencing factors of the ecological efficiency of the urban agglomeration in the middle reaches of the Yangtze River were analyzed. Through the middle reaches of the Yangtze River urban agglomeration eco efficiency evaluation research, draw the following main conclusions:(1) The middle reaches of the Yangtze River city group of eco efficiency evaluation results show that overall, the middle reaches of the Yangtze River city group most urban eco efficiency has a certain degree of improvement, showing significant regional differences; three capital cities eco efficiency highest, showing obvious polarization phenomenon; growth in the middle reaches of the Yangtze River City Group eco efficiency was sinusoidal growth, technical progress is promoting the dominant factor in eco efficiency growth. (2) The middle reaches of the Yangtze River City Group eco efficiency influence factor analysis results show that influence of industrial structure height level and R & D intensity of eco efficiency effects have a positive impact, while foreign direct investment intensity of eco efficiency is negative, the urbanization rate of ecological effect rate is not significant.The sixth chapter is the study on the environmental quality assessment of the urban agglomeration in the middle reaches of the Yangtze River. Combs the representative environmental quality evaluation index, in the summary and enlightenment into ecological construction indicators to construct consists of three dimensions:basic environment, pollution load and ecological construction of urban agglomeration environmental quality evaluation system, entropy weight method for environmental quality assessment, on the middle reaches of the Yangtze River ecological environment of urban agglomeration quality launched empirical research. Finally, the reasons for the change of environmental quality of the urban agglomeration in the middle reaches of the Yangtze River are analyzed. Through the middle reaches of the Yangtze River City Group Study on environmental quality assessment that the following main conclusions: (1) Urban agglomeration in the middle reaches of the Yangtze River environment quality evaluation results show that urban agglomeration in the middle reaches of the Yangtze River comprehensive environmental quality in different areas, the ring Poyang Lake City group level of environmental quality is obviously superior to the Wuhan city circle and ring of Changs ha, Zhuzhou and Xiangtan City Group. (2) On the middle reaches of the Yangtze River city group industrial structure and other factors analysis, considers the influence of the middle reaches of the Yangtze River city group environmental quality is mainly to the coal dominated energy use, mainly to industrial industry structure and investment in environmental protection problems.The seventh chapter is the comprehensive evaluation and coordinated development of the ecological civilization construction in the middle reaches of the Yangtze River. To resources and environment carrying four aspects of ability, the spatial pattern of land development, eco efficiency, environmental quality evaluation based on the results, calculation of the weighted obtained 31 cities of the middle reaches of the Yangtze River City Group 2009-2013 years of ecological civilization construction of comprehensive score, and to calculate the level of the construction of ecological civilization in cities results as panel data, the use of space related methods on the middle reaches of the Yangtze River city group of ecological civilization development level and spatial distribution and evolution pattern of system analysis. Finally, the collaborative development of the urban agglomeration in the middle reaches of the Yangtze River was divided into different levels, and the conclusion was drawn that the coordinated development level of the urban agglomeration in the middle reaches of the Yangtze River was low. Through the comprehensive evaluation of middle reaches of the Yangtze River City Agglomeration of ecological civilization construction and collaborative research and development, draw the following main conclusions:(1)Urban agglomeration in the middle reaches of the Yangtze River Ecological Civilization Construction Comprehensive evaluation results show that, the middle reaches of the Yangtze River city group of the overall level of ecoloogical civilization construction of showing a clear upward trend, but the middle reaches of the Yangtze River City Agglomeration of ecological civilization construction, the overall level is low, ring Poyang Lake urban agglomeration the level of ecological civilization construction as a whole higher than of Changsha, Zhuzhou and Xiangtan city group of Wuhan city circle and ring. (2)Urban agglomeration in the middle reaches of the Yangtze River Ecological Civilization Construction of spatial autocorrelation analysis showed that the middle reaches of the Yangtze River City Group in most cities, such as 16 Xiantao, Tianmen, Xiaogan, Yichang, Qianjiang, Jingzhou, Jingmen, Xiangyang, Ezhou, Loudi, Changde, Zhuzhou, Xiangtan, Yiyang, Hengyang, Changsha and other cities are in low accumulation area, Wuhan five years and average case were at the high accumulation area, Wuhan city circle showing significantly offset of center of gravity and the polarization trend. Yueyang, Huanggang, Huangshi, Xianning and other places in the construction of ecological civilization in the geographical spaces are on the obvious transition zone. These four cities are always in a low high gathering area, indicating that these areas are relatively low level of ecological civilization construction, the development of great potential. (3)From the analysis of the evaluation results of ecological civilization construction in the middle reaches of the middle reaches of the Yangtze River, urban agglomeration in the middle reaches of the Yangtze River is generally low. Ring Poyang Lake City Group and Changsha Zhuzhou Xiangtan Urban Agglomeration of ecological civilization construction coordination is slightly higher than that of Wuhan city circle, the middle reaches of the Yangtze River city group, all the regions need through urban agglomeration coordinated development fully achieve the economic development and resources and environment carrying capacity promotion, land space development pattern optimization, eco efficiency, environmental quality improved coordination, improve the coordination of the construction of ecological civilization.The eighth chapter puts forward the corresponding policy recommendations on promoting the construction of ecological civilization in the middle reaches of the middle reaches of the Yangtze River as well as strengthening the evaluation dimension of ecological civilization. (1)Advancing the middle reaches of the Yangtze River City Agglomeration of ecological civilization construction of policy recommendations include:to build cross regional ecological environment protection zone control system; to resources and environment carrying capacity as the foundation, to promote the construction of ecological civilization, and enhance resources and environment bearing capacity; relying on the main functional area planning, optimizing the spatial pattern of land development; to accelerate the development of industry of green transformation, enhance the city eco efficiency; strengthen the ecosystem protection and restoration, improve the quality of the environment; build a scientific and complete ecological civilization achievements appraisal system. (2) To promote the middle reaches of the Yangtze River city group the construction of ecological civilization evaluation policy recommendations include:To speed up the evaluation of the legislative process, the formation of monitoring and evaluation system; improve the resource environment and ecological statistical monitoring system; increase the evaluation research efforts, to provide a reference for the local ecological civilization construction evaluation.The ninth chapter is the research conclusion and prospect. Refining and summarizing the related research conclusion, the middle reaches of the Yangtze River City Agglomeration of ecological civilization construction evaluation and future work is put forward scientifically oriented. It is pointed out that the inadequacies of this paper and need to be improved, and put forward to the prospects for the future construction of the ecological civilization.The main imovations of this paper:1. Based on the present situation of our country city and urban agglomeration problems of resources and environment, improved the previous on cities and urban ecological group civilization construction sub item evaluation index system and comprehensive evaluation method, the formation of urban agglomeration of ecological civilization construction evaluation index system and method system2. Using the established the partial evaluation index system and comprehensive evaluation method system on the middle reaches of the Yangtze River city cluster resources environment bearing force, the spatial pattern of land development, eco efficiency and environmental quality four aspects of empirical research, analysis the causes of differences. In addition, the spatial autocorrelation of the ecological civilization construction of urban agglomeration in the middle reaches of the Yangtze River was analyzed by using the spatial statistics method.3. From the sub and comprehensive evaluation results and analysis, we put forward the policy recommendations to promote green development, ecological civilization construction and ecological civilization construction of the middle reaches of the Yangtze River.
