Industry is the focus of social and economic development.Since the reform and opening up large-scale industrial transfer has achieved some success,nowadays,the focus of industrial transfer has begun to gradually turn to emerging industries from traditional industries,to the service industry from manufacturing,the trend that the central region undertake the eastern capital and technology-intensive industries is also obvious Enhanced,which will overwhelm the industrial technology of the western and eastern regions to upgrade and promote the upgrading of industrial structure and the continuous improvement of the level of industrialization.The urban agglomeration of the middle reaches of the Yangtze River has a long history.In April 2015,the development plan of the urban agglomeration of the middle reaches of the Yangtze River marked it has become national agglomeration officially,which is economically related to the Yangtze River Economic Zone,Central Regional and even national economic development.Therefore,taking the industrial upgrading as the background and the urban agglomeration in the middle reaches of the Yangtze River as the research object is necessary to estimate the environmental efficiency of the industrial upgrading,also,this paper try to put forward some suggestions to improve the efficiency of the industrial environment.(1)First of all,we sorted out the existing literature from three aspects: the industrial upgrading,environmental efficiency and the Yangtze River city group.We found that when consider the environmental factors,there is little research on the quantitative analysis of the industrial upgrading efficiency of the urban agglomeration.This paper puts forward the main research contents and analysis framework,and chooses the suitable method for the forward research on the basis of summarizing the definitions and research methods of industrial upgrading and environmental efficiency.(2)Then we had an analysis of industrial upgrading and environmental status of urban agglomerations in the middle reaches of the Yangtze River.We found that the secondary industry is still the main driving force for the economic development of the urban agglomeration.The concentration of heavy industry and pollution-intensive industries is high.The attractiveness of foreign investment is used as an index to measure the degree of industrial upgrading,the secondary industry attracted most investment and the tertiary industry grew fastest.Industrial upgrading brought about rapid economic growth,but also caused a huge environmental pressure.(3)Then this paper estimated the environmental efficiency and environmental total factor productivity of urban agglomerations in the middle reaches of the Yangtze River with SBM model and Malmquist-Luengerber productivity index.The result showed that the introduction of environmental factors does lead to the decline of most urban efficiency values.Secondly,from the perspective of space,the efficiency between cities is quite different.The environmental efficiency of Wuhan,Changsha,Changde and Huanggang cities is effective in ten years,the environmental efficiency of Xiangyang is at a high level.The environmental efficiency and economic efficiency of Yichang,Xiaogan and Xianning are in the middle level.The environmental efficiency of 11 cities such as Huangshi,Ezhou and Jingzhou is at a low level,the economic efficiency is lower than 0.6.The total factor productivity after introducing environmental efficiency is also reduced,and technological progress is the main reason for the change of total factor productivity in urban agglomeration in the middle reaches of the Yangtze River.(4)Last,this paper used the Tobit regression model to analyze the influencing factors of the environmental efficiency of the urban agglomeration in the middle reaches of the Yangtze River,it is found that the per capita GDP,openness,industrial sulfur dioxide removal rate,industrial dust removal rate and population density have significant effect on environmental efficiency,the effect of industrial structure is negatively correlated with environmental efficiency,and public transport level is also related with environmental efficiency but not significant,which is possibly related to the imbalance between cities.
