In the now of days,China's economy is entering a new normal,the development speed of China's economic is turn high-speed growth to rapid growth.The way to drive the industrial restructuring with efficiency is facing enormous challenges,innovation has become the first driving force of the industrial transformation.In 2015,the State Council officially approved “ Urban agglomeration in the middle reach of Yangtze river Development Plan" to make it to be "the fourth pole" of China's economic growth.Right now,the middle Urban agglomeration in the middle reach of Yangtze river is facing the challenge of irrational structure.Such as the high consumption of resources,the innovation ability is not strong and other problems,what important is that how to enhance the innovation capability of Urban agglomeration.However,innovation system in the urban agglomeration was not adapted to the transformation of industrial development.Therefore,how to form the reasonable innovation system to optimize urban agglomeration resource allocation,Realized the sharing of resources and Accelerate the flow of knowledge in the Urban agglomeration,has become the most important quest.In this paper,based on the theory of regional innovation related industry transformation of urban agglomeration in the middle reach of Yangtze river and the actual situation,proposed to build three-dimensional innovation system of urban agglomeration in the middle reach of Yangtze river.The text research content is as follows.First,I processed the regional innovation system and the related literature and theories of industry transformation.And through the relevant data to analyze the condition of urban agglomeration in the middle reaches of Yangtze river's industrial transformation and innovation system ‘s construction of the situation.The study found that,the industry transformation innovation system is not fit for the development of urban agglomeration.Then,In view of the situation that urban agglomeration's innovation ability is not strong,the speed of knowledge's flow was poor,I put forward the Three-dimensional innovation system of urban agglomeration in the middle reach of Yangtze river,and carried on the Qualitative and quantitative analysis.Then,based on the Three-dimensional innovation system,we built the evaluation index of urban agglomeration in the middle reach of Yangtze river,and Using SPSS to analysis those important influence factors,and calculate the system resource allocation efficiency by the DEA model.last,based on the above analysis,this paper puts forward related measures on the building of the city innovation system.Through this research we know that the Three-dimensional innovation system was formed by enterprises as the main body,it can improved the region's innovation ability and Promote the development of industry transformation with the technology innovation network,knowledge flow mechanism and multilateral cooperation.First,the technology innovation network was the point of the Three-dimensional innovation system,then,to promote the technology innovation ability of enterprise was the key power to promote the industry ‘s transformation.So in this paper,I put forward that big enterprises should promoted the development of manufacturing industry.Then formed a network with the core city of radiation.And then,through the analysis of urban agglomeration in the middle reach of Yangtze river's knowledge ‘s flow ‘s situation and running mechanism,we found that knowledge reserves,the learning ability of innovation and the speed and ways of knowledge's flow,would have the Influence of the output efficiency of innovation system.Through the technology market's trading mechanism and the flexible flow mechanism of talent and The integration of market construction,to generated the spillover effects to Promote the regional innovation's ability.last,the cooperation between the innovation main body was very important,we should improved the industry-university-research cooperation mode by Using the other innovative resources Of the core city such as Wuhan,Changsha.
