Accelerate the development of strategic emerging industries is the major strategic decision of The Party Central Committee and State Council to maintain stable economic growth, promote structural adjustment and transformation of economic development mode. Under the international economic development situation, accelerate the development of strategic emerging industries is the inevitable requirement for our country to grasp the initiative in the international economic competition. The Eighteenth National Congress: "We should promote the integration of informatization and industrialization." “Integration of informatization and industrialization” is the Chinese-style path on the basis of China’s actual conditions, and it is the choice of history to promote the integration of informatization and industrialization. The developing path of the integration of informatization and industrialization in our country is a process that needs technology and system innovation. The development of strategic emerging industries is the most effective and important means for achieving this historic task of information and industrialization.The Eighteenth National Congress reports focus on the strategic emerging industries by the use of relevant and key technologies, the creative development in industry chain and the differences in the development of regional clusters. Exploring and developing strategic emerging industries that let it become the leading force of promoting “the integration of informatization and industrialization”.The research shows that Beijing’s strategic emerging industries played an increasingly prominent role in the economy and industrial restructuring progress.In the key areas such as the biological field, new generation of information technology field, the field of new energy automobiles, aerospace, high-end equipment field and more outstanding enterprises continue to grow, helping the initial formation of the spatial pattern of certain industrial policy system, especially the rapid development in Zhongguancun demonstration area based on strategic emerging industries.The ability of independent innovation improved, industrial agglomeration and innovative industrial base preliminary formed. The use of integration of informatization and industrialization in most strategic emerging industry sub-sectors are widely and deeply, but there are still many problems in the institutional mechanisms, policy system, and leading innovation, market-driven, financing, key chain that need further combing, researching and resolving. This thesis is based on the above background conditions, and profound changes in the external environment within Beijing, adjustment and transformation into the key issues in the new environment, facing the problems in oretical analysis and practice-oriented research, to re-examine and ponder the development pattern and the policy options of Beijing strategic emerging industries oriented towards integration of informatization and industrialization, and to dig the potential value.In summary, this study aims in promoting the "integration of informatization and industrialization", protecting the domestic industry, improving industrial development and safeguarding our national economic security.Through collecting and analyzing relevant case and data, using systems science, management science, public policy, management statistics, econometric theory and methods based on systems thinking, in order to have depth analysis and research on the strategic emerging industries of Beijing based on "integration of informatization and industrialization". The main contents are as follows:(1) Analyzing the interaction of” integration of informatization and industrialization” and “strategic emerging industry”, by the view of theoretical analysis and empirical research. By the theoretical analysis, the general function and relationship between” integration of informatization and industrialization” and strategic emerging industries, moreover, between strategic emerging industries and economic development. Through statistical survey data, quantitative analysis, analyzing the relationship between” integration of informatization and industrialization”, strategic emerging industry and economic development.(2) Based on analysis methods and policy science, through major expert interviews and research in relevant government departments in Beijing, deeply studying the developing trends and characteristics between the” integration of informatization and industrialization” and informatization, biomedical, energy saving, environmental protection, new materials, new energy, aerospace, high-end equipment manufacturing industry, new energy automotive industry and other strategic emerging industries.(3) By building model combines 4I conceptual model with FV empirical model to study the development characteristics of strategic emerging industries of Beijing, and interactions with Beijing’s economic development, thus analyzing development pattern of Beijing strategic emerging industries. By the views of entrepreneurial environment, industry concentration, innovation ability, international, economic analysis and the new development power, employment driven collaborative research and innovation industrial park formation.(4) Constructing a two-dimensional analytical framework of policy tools, include: basic policy tool dimensions and value chain dimensions. The basic policy tool dimension is divided into the supply, environment and needs; the value chain dimension is divided into research, investment, production, and consumption. Then using content analysis, quantitative analysis to study strategic emerging industries policy.
