Emergency rescue equipment charged with the responsibility of special missions of sudden natural disasters, emergencies of public safety and military conflicts, research and development of these products is with strong professional, timeliness and diversity, it is not only led by the government also follows the laws of the market, new products are tight time requirements, high technical requirement and urgent user needs. There are urgent need of improvement and breakthrough in developing and manufacturing mode, and the cloud manufacturing can easily provide users with all kinds of on-demand manufacturing service model, which provides a new idea for the bottleneck problem of manufacturing urgent rescue equipment. The author puts forward research topic on service response and emergency rescue equipment manufacturing resource agglomeration, based on the important realistic demand and feasible technical support background, manufacturing resource agglomeration and service demand stage in cloud manufacturing of emergency rescue equipment are the concrete research object.(1) Comprehensive research on the characteristics and problems of emergency rescue equipment manufacturing. In the point of view of emergency rescue equipment mission, the main problems during the development period is analyzed, on the one hand emergency rescue equipment not only faces the diversity, complexity, dynamic problems, but also faces more triggering, uncertainty and difficulty, because market demand driven by emergency event has characteristics of relatively weak forecast, incompleteness, uncertainty and diversity. On the other hand, due to strong policy, timeliness, directivity and professional of demand and service and emergency rescue equipment resources, we should explore new manufacturing mode urgently in order to promote the development of emergency rescue equipment industry.(2)Emergency rescue equipment development model and related use of technology.The existence of different levels and different mission phases exist in process of research and development of emergency rescue equipment.The appropriate use technology research mode are reconstructed by the induced task chain, with the core of cloud manufacturing service platform management, cloudy domain multi-view mapping management and virtual resource pool, by means of mapping analysis, resource serialization Integration, with the goal of constructing demand cloud and manufacturing cloud.(3)Manufacturing resource agglomeration and package modeling of emergency rescue equipment.Aiming at the complexity and diversity of cloud manufacturing environment network architecture, according to the emergency rescue equipment manufacturing resource analysis and classification, resource agglomeration mechanism framework and matching involving all stakeholders, manufacturing resources unified packaging, theory and method on the morphology and characteristics of emergency rescue equipment, manufacturing resource stakeholders relationship model, the agglomeration mechanism and matching algorithm and package model are studied, the resource agglomeration model and matching algorithm are put forward, resource encapsulation model and implementation method are established.(4)Manufacturing resource service response research.Manufacturing resource service features and the service obstacles is analyzed in the aspect of manufacturing resources connotation, manufacturing resource use, industry chain, profit model of manufacturing resource, the model and process of service response are analyzed and constructed. According to the needs of manufacturing resource and matching problem of service response, service matching algorithm is proposed,seeking manufacture resource service and user service request as service matching engine, mutually beneficial pattern of the stakeholders are constructed, the business model and concrete profit models are analyzed.Finally, cloud manufacturing resource agglomeration and service response of emergency rescue equipment are verified and applied, combining the development of assembled emergency refueling equipment. the results show that the model, principle, technique and method proposed in this paper has good rationality,feasibility and effectiveness.
