Formation Mechanism And Goverance Mechanism Of Cluster Enterprises’ Cooperation Dilemma

Economic globalization and localization are two major trends of the current world economic development, which may seem contradictory, but it is not. Economic globalization promotes the optimized allocation of resources and factors of production around the world, and the attractive area form a new growth pole after gathering advantage resources and introducing affiliated enterprises, while, the local market or domestic market cannot satisfy product supply, forcing cluster enterprises to enter the global market. It is this positive cycle development that forms these two major characteristics of the current world economy. Relevant enterprises and related support institutions(such as finance institutions, insurance institutions, academy) gather in a certain area and forms an enterprise cluster, the world has become colorful and obviously massive "economic mosaic" because of the existence of many enterprise clusters which product the most wealth of the world. The enterprise cluster has become a common phenomenon in the development of contemporary economic, which can be seen everywhere in developed countries (regions) and developing countries (regions), such as silicon valley electronics industry, automobile industry in Munich, fashion industry in Paris, Zhongguancun information industry in Beijing, hsinchu semiconductor in Taiwan, low voltage electric appliance industry in Liushi, tie industry in Shengzhou, etc. The enterprise cluster is helpful to promote the innovation of the enterprise, improves the whole competition ability of industry and increases the competitiveness of regional economy.Cooperation is the foundation of human civilization, essential to the human society, the cluster characteristics such as geographical proximity, shared infrastructure, developed labour division, specialized labor market,etc, lead to reduce the cost in the cluster enterprise cooperation, enterprise cooperation can achieve the resources and information sharing and risk sharing. However, due to obstacles like asymmetric information, conflicts between individual interests and overall interests, imperfect industry chain, strong embeddedness, low degree of opening, many cooperation dilemmas such as moral hazard, free-riding, diseconomies of scale, technology lock-in, come out in the process of cluster enterprises’ cooperation. The main research of this paper is to analysis the causes of cluster enterprises’ cooperation dilemmas and explore its internal mechanism, put forward the ways and methods to strengthen cooperation, provide behaviors of the government and the market in the process of building collaboration system of the enterprise cluster, the main research content is as follows:First of all, this paper expounds characteristics in the cluster enterprise cooperation and evolution mechanisms of cooperation on the basis of combing theories about enterprise clusters and relevant theories of cluster enterprises’ cooperation; And then analysis the reasons of the plight in cluster enterprise cooperation, and explores the inner mechanism how the technology spillovers,asymmetric information, the government or industry associations’ nonfeasance and social network embeddedness form the cooperation dilemmas combined with the MATLAB software, by constructing a duopoly production game model in enterprise cluster with cluster spillovers features and using system dynamics method and game theory.Then, we gives the solution of cooperation dilemmas from four aspects, the governance of industry association, reputation transmission based on indirect reciprocity, government regulation and diverse economic supply, highlights the importance of costly punishment governance, reputation mechanism with no cost and diversified economy in the governance of cooperation dilemma.In additon, this paper strengthens enterprises cooperation and improves the agglomeration degree of cooperation methods from six aspects, promoting specialization division of labor structure, adjusting the structure of differentiated products, building a low cost service system, refactoring the value chain with win-win pattern, optimizing the allocation of resources and expanding the value network of the scale economy. And through modeling and numerical simulation, we find that in the cooperation of duopoly enterprises producing differentiated products, the higher the cluster overflows, the more stable of the product’s market price and the higher of corporate profits.Besides, this paper provide relative suggestions and actions to strengthen interfilm cooperation from the space layout, infrastructure, government orchestrate, information platform, pilot demonstration, etc, after offeringgovernance mechanisms.
