In the later of 18th century, Industry cluster sprang up gradually in western countries. Shortly, the phenomena of industry cluster became the focus of so many academicians, just because of its amount being emergence and the successful practice. From the beginning of last decade in 20th century, a lot of governments have considered the development of industry cluster as the main way to advance the local economy performance. The foundation of so many industry parks indicates that all levels governments have admitted the effect of industry cluster on economy development. Meanwhile, not only the center but also the local has attached most importance to foster and promote the formation and development of industry cluster in their guideline and policy.During the research on the formation and development of industry cluster, Peter Maskell(2001) proposed that industry cluster had three ways to grandness, that is the first by start-up new enterprise within the industry cluster; second, the established enterprises ingoing into the industry cluster; and the last by corporate entrepreneurship within industry cluster. Nevertheless, due to the contribution of new venture in promote development of local economy, and lighten the pressure of employment, and fortune creation and so on, new venture has become focus of scholars.At present, however, the economy condition of our country is so imbalanced among areas, and the conglomeration effect not markedness.
