Along with the rapid development of economy and science technology, there is a powerful and long-term increase of the automobile consumption in our country, meanwhile, the character of consumer's demands becomes more and more diversification and individuation. On the other hand, with the full-scale entering into Chinese market of the foreign automobile industrial magnates, the competition gets very fierce, the faster product upgrading, the huge cost of R&D fund for enterprises and the increasing of market uncertainty, these make the operational risks that automobile industry facing to beyond the affordability of individual enterprises. Therefore, the automobile industrial cluster came into being and was accepted by governments and corporations, which is a new organization, its scope is between the enterprise and market. Its high competition is rooted in the cluster effect, in other word, it can resulted in a competition and cooperation relationship among the companies in one cluster. The firms locating in one automobile industrial cluster, by highly specialization of production, can improve steadily their vehicle quality and production-level, reduce the cost of manufacture and trade, accelerate the rapid of technique innovation, acquire the benefit coming from the scale economy, and disperse the automobile market risk. Actually, from the character of industrial chain, the automobile industrial fits to take cluster mode to develop, which is testified by the development of international automobile industrial. They all select the automobile industrial cluster to grown up, such as Detroit Motown in American, Toyota Motown in Japan, Stuttgart in Germany, Turin in Italy, Ulsan in Korea.At present, demands of auto is huge in China, and the sales broke through 5 millions in 2006, but comparing with the overall level of the international automobile industry, the level of Chinese automobile industry is still very low, and the competitive ability is very weak. In order to change this situation, reduce the gap between the advanced automobile industry countries and enhance the international competitiveness of Chinese auto industry, it is necessary to seize the opportunity to use of the automobile industry cluster approach to develop Chinese automobile industry. Based on this situation, this paper researches the mechanism of the auto industry clusters and its practice. It mainly uses the theories of Industrial Economics, Space Economics and Industrial Ecology to interpret the basic principles of the automobile industry clusters. Using Game Theory, Life-cycle Theory and the method of equilibrium and stability analysis, it discusses the formation mechanism, the evolution mechanism and the cooperation mechanism of the automobile industry clusters. Based on the basic principles, taking Chinese automobile industry clusters as an example, the empirical research is carried out, which compares and analyzes the automobile industries of Chinese different regions and proposes the development policies and recommendations. It is expected that the research would provide the theoretical and practical guidance for Chinese automobile industry cluster development.
