With the development of human industrialization, economic activities consumed a large amount of non-renewable energy, and discharged a lot of pollution, which caused serious damage to the environment. In today’s global, every country has to face to the problem caused by energy shortage and environmental pollution. As the one of countries with heavy energy consumption and pollutant emissions, it’s an urgent issue for China to achieve long-term and high-efficiency economic growth under the non-renewable energy and environmental restriction. Although the academic circles already have begun to study the problem of economic growth on energy and environmental constraints, there are some theoretical problems and practical problems have not been solved yet. On the basis of identifying weakness in the existing studies and the practical problems of energy consumption in China, this paper takes the theory of endogenous growth as the theoretical foundation, and discussed the effect of energy shortage and environmental pollution on existing in China’s economic growth. Meanwhile, Data Envelopment Analysis and Malmquist index was optimized to measure the China’s economic growth efficiency and analysis the evaluation of the dynamic efficiency of the economic growth in order to provide some theoretical support and practical guidance for carr ying out long-term, sustainable, and high-efficiency economic growth in China under the constraint of energy shortage and environmental pollution.According to the frame of endogenous growth theory and the in-depth analysis of the Chinese energy production structure, this paper establishes the production function of the energy production sector, and optimizes the endogenous-growth framework which fits with China’s current state via bringing the production function of the energy sector into the model of endogenous growth including energy and environmental factors. On the basis of this framework, a four-sector model of human capital endogenous growth and a six-sector R&D-based model of endogenous growth were established, and the relationships among energy, environment and economic growth, and the moderating role of public awareness of sustainable development, and the role of human capital accumulation and technological progress on this relation ships were discussed based on these two models.This paper also discussed the economic quality from the efficiency of China’s economic growth perspective. In this paper, the traditional weighted SBM model was optimized through bringing the weights of energ y inputs and undesirable outputs into the SBM model. And then, the evaluation ability of the weighted SBM model and traditional weighted SBM model were analyzed through the mathematical derivation. To analyze the dynamic change of the efficiency of China’s economic growth, the adjacent joint reference Malmquist index which takes the SBM model including energy inputs and undesirable outputs weights of as the distance function was proposed. The inefficiency factors of China’s economic growth were also discussed via the index decomposition.In the part of empirical study, this paper examined long-term equilibrium relationship and short-term dynamic fluctuation among non-renewal energy, environmental quality and economic growth during 1971-2011 in China using the VEC model. Meanwhile, this paper established a fixed-effect and variable-intercept model according to the panel data during 1992-2012. This paper examined the effect of potential influence factors on China’s economic growth using the fixed-effect and variable-intercept model. Furthermore, this paper measured the efficiency of China’s economic growth by using the weighted SBM model and analyzed the potential factors influencing the efficiency by using the two-limit Tobit regression model during 2008-2012 based on the DEA-Tobit framework. Finally, this paper analyzed the dynamic change of economic growth during 1992-2012 in China by using the adjacent joint reference Malmquist index with weighted SBM model. And then, the reasons of the inefficiency were discussed via the analysis on the results of the Malmquist index decomposition. Some practical guidance were proposed for the long-term high growth of China’s economy provides though the empirical studies.
