Research On The Performance Evaluation Of Government Traffic Investment

For a long time, China’s financial management has the phenomenon of "heavy allocation and light management". The effect of the allocation of funds and the results of the output of the lack of supervision and assessment, resulting in a large number of inefficient and ineffective investment. At the same time, from the value orientation of the performance evaluation, the performance evaluation has a tendency to pay attention to the political effect, neglect the social benefits(or the light effect). And from the practice of the performance evaluation, most of the research only considers the vertical connection of the index factors, and neglect the relation between the index and the index.In this paper, the network level structure of the performance evaluation index system is considered, and the key factors and process of the performance evaluation are studied. Firstly, this paper systematically analyzes the government investment performance evaluation, government performance evaluation of investment performance evaluation, the value orientation of government investment performance evaluation, based on this, analyzes the core elements and the key points of government performance evaluation, summarizes the core factors and the key points of performance evaluation, and uses the comprehensive fuzzy evaluation method, which is based on 4 indicators, two grade 43 and three grade 13.This paper is different from the traditional government traffic investment performance evaluation study only consider the vertical connection of single index, ignoring the horizontal connection between the indicators, this paper pay more attention to study the interaction between the government investment performance evaluation index system, the network level relationship between the performance evaluation index, the results are more realistic. In the traditional model, the use of AHP to calculate the index weight, considering the network level, the traditional analysis method is not in use, this paper use ANP method to verify the network level structure of government investment performance evaluation index weight calculation feasibility, the results show that feasible.
