Resource allocation is the eternal theme of economics. Since defense industry is an important field of defense economics research, the allocation of national defense industry science and technology resources should be paid more attention to and would become an important part of national defense economics. As we know, the defense industry is the material and technical foundation of establishing a "consolidating national defense and powerful army", and an important guarantee for promoting the development of modern science and technology and transformation of economic society. National defense science and technology resource is the "first resource" of the development and construction of national defense industry, the structure and efficiency of its allocation affect not only China’ s science and technology innovation capability and the capabilities of weaponry production and equipment research, the transformation and upgrading of China’s defense industry, but also the effective transformation of China’s combat power generative scheme and the economic development mode.The author applied comprehensively the theory of institutional economics, new structural economics and management in this thesis, insisted on combination of history and reality, qualitative and quantitative, wrote along the thinking of concept definition, theoretical support, empirical analysis, countermeasure and reflections.First of all, On the basis of scientific cognition of the concept and basic attributes of national defense industry science and technology resources, the author followed the idea of combining history and reality, qualitative and quantitative, analyzed through the historical track and reality of the defense industry science and technology resources allocation in China. Through the process the author believed that there were problems still existed in our country’s defense industry science and technology resource allocation, such as "the constraints of limited resource", "high transaction costs", " low adaptive efficiency", "low scale merit", "severely division between military and civilian" and "bad integration with regional economy development”.Secondly, the author designed the target of national defense science and technology resources allocation from three levels: macro, middle and micro, analyzed the main characters and main principles of national defense science and technology resources allocation. Then, around the thought------ "who to configure" and "how to configure", the author analyzed and the main subject and main allocation mode of science and technology resources, summed up the general law of national defense industry science and technology resource allocation considering the general technology allocation rules and the unique characters of national defense industry science and technology resources.Thirdly, the author used the theory of institutional economics, new structural economics and management to analyze the interactive mechanism among science and technology resources allocation, national defense science and technology progress and defense industry transformation and upgrading. Through analyzing the particularity of the national defense science and technology progress, the author constructed the theoretical model on calculating the contribution degree of national defense science and technology resources allocation to national defense science and technology progress, and explained theoretically how optimal allocation of defense technology resources facilitate national defense science and technology. Meanwhile, based on defining the defense industry transformation and upgrading connotation, the author analyzed the process and mechanism of how science and technology resources allocation affect the defense industry of national defense industry transformation and upgrading.Fourthly, from macroscopic to microcosmic, from qualitative to quantitative, deeply analyzing affect China ’s defense industry science and technology resources allocation efficiency of all kinds of influence factors, and on this basis to build the defense industry evaluation index system of resource allocation efficiency of science and technology. In the defense industry in China in the field of aerospace industry, for example, using DEA analysis tools to build China’s defense industry science and technology resources allocation efficiency evaluation model, from domestic, regional and provincial level to the evaluation result for defense industry science and technology resources allocation efficiency analysis. Study allocative efficiency, although " improvement", but still exist "prominent regional imbalance", "size and configuration configuration structure unreasonable" and "significant stage characteristics" issues such as the efficiency of the evaluation results.Finally, according to the problems and influential factors existed in China’s defense industry technology resources allocation, the author thought that to achieve the optimal allocation of national defense industry science and technology resources, we must follow the development strategy of civil-military integration with Chinese characteristics, focus on the background of economic globalization and the worldwide new military revolution, adapt to the development of socialist market economy and the need to push forward the new military revolution with Chinese characters, always adhere to the principle that market as a guiding role in national defense science and technology resource allocation, give full play to the government to regulate in national defense industry science and technology resources allocation, attach great importance to the strategic nourishment of defense industry science and technology resources global allocation under the background of economic globalization, spare no efforts to carry forward civil-military integration allocation of national defense industry science and technology resources.
