The defense science and technology industry is a national strategic high-tech industries, is the industrial and technical basis of national defense modernization. With advanced technology, abundant fund, perfect infrastructure and plentiful human resource, it plays a pivotal role on economic development, science and technology progress and the comprehensive national strength ascension of one country. In China, defense science and technology industry is composed of nuclear industry, aviation industry, aerospace industry, marine industry, arms industry and military electronic industry. At present, it has been established defense science and technology industry system, which is efficient and relatively independent, with considerable scale and development level. In various fields, it has gained remarkable achievement. In military R&D and manufacturing process, defense science and technology industry accumulate a large amount of new technology, the new technology part can be directly applied in researching and manufacturing of civilian consumer goods, part after transformation can also be applied to civil areas, namely it can affect the production and operation through technology spillovers. The thesis is aimed at the technology spillovers of defense science and technology industry.First, related concept is defined. Technology, technology transfer, technical diffusion and technology spillovers are compared and analyzed with their differences and relations. On this basis, the theory forming background of technology spillovers and abroad research situation and domestic research status are reviewed, and make comprehensive review. We consider the literature is not much about technology spillovers of defense science and technology industry, object of study tends to military R&D spillovers, not comprehensive, research method also focuses on the theoretical analysis, not enough objective. The research on technology spillovers of our national defense science and technology industry is in its infancy. On how to utilize the technology spillovers to accelerate the technology progress, it has not been formed consistent opinion.Secondly, based on previous research results, we illuminate the development present situation, the industry characteristics and the basic ability of defense science and technology industry. Emphatically we analyze the mechanism of action from the perspective of the theory of the technology spillovers:technology spillovers premise (technology gap), technology spillovers power (absorptive capacity), technology spillovers mode (army civil secondary development, publishes the fusion, industry and integration), technology spillovers channel (defense industry conversion project, demonstration and imitate effect, personnel flow) and technology spillovers factors (technical potential, human capital, economic development level, concentration and competition).Again, the papers conduct the high technology industry in China as the research object, and divide it into two departments, military and civilian based on 2002-2009 high technology industry provincial panel data, and classic Cobb Douglas production function, establish defense industry technology spillovers model. With total factor productivity for technical level, we analyze the quantitative indexes of defense science and technology industry to civil and industrial sectors, and further explain the impact of technology progress from the military field to civil areas. We use the software DEAP2.1 and EViews6.0 for empirical analysis, measurement analysis method has LLC unit root test, Kao residual cointegration test, the regression analysis of random effects model and fixed effects model.At last, we conclude the conclusion that the defense science and technology industry in our country has the obvious technology spillovers effect through theoretical analysis and empirical test. Specifically, the capital stock the research and development produces negative effects to technical efficiency, technological progress and total factor productivity in different degree, human capital stock, product innovation ability, the industrial agglomeration degrees, industrial competition degrees all produce positive effects to the technical efficiency, technological progress and total factor productivity in different degree. Thus we propose some countermeasures, such as increasing spending on research, paying attention to the investment structure adjustment, implementing talent strategy, establishing technical talented person troop, develop amphibious technology, realizing civil-military integration, perfecting military technology transfer policy system, establishing military technology transfer green channel, boxing in people's army defense science and technology system, deepening the defense science and technology industry system reform.
