Research On Environment Impact Assessment In Land Use Planning

As an essential material foundation of people’s livelihood and social and economic development,land is an important material basis for the subsistence and development of the mankind and plays a significant role in the whole system.Nowadays, land resource has become exiguous,in order to make a rational use of land,it is necessary to revise the general plan of land use.The genaral land use planning is a macrostrategic measure which coordinates the total supply and the aggregate of land,detemines and adjusts the structure and layout of land use according to natural and socioenconomic conditions and requirements of national economic development.It’s a guidance document to carry out the strictest management institution and the important basis to fulfill land grand domination and the management of land use,to layout the citydown building and plan as a whole for every kind af land use style.In the process of the traditional land resources allcation,the land use planning put up many defects,such as short of justice between eraes,neglect environment object,difficult to achieve resource’s harmony in districts.Because of the neglect about the development of resource and environment,the limitation induced o lot of matter about entironment.Land use planning strategic environmental assessment is the step that forecast,evaluate and catabatic impact due to land use planning.It provide the important basis to bring forward decision-making advice for government and also can avoid bad afterreffect in society,econimic and ecological.It offers the guanantee for the harmonious development between society and environment to control the environment infection level.It is the important part to follow out the science development,to implement the continuabledevelopment,to advance the science level of land use planning and to realize the unity of economy benefit,social benefit and ecological benefit.But,as so far,domestic study and the theories research of startegic environmental assessment about land use planning is just beginning,the view of the method and index sign system hadn’t formation unify,extensive of understanding,lack of unified standard.At the same time,because of complexity,comperhensive and irreversible characteristics of environmental,we need to carry on scientific research on envirinmental impact related to land use as the land use planning is coming by land use planning which has been implemented. So,strategic environmental assessment of land use planning is an urgent problem.This article summarize the development and practice of strategic environmental assessment at home and abroad,aim at the problem and situation,research the index system of land use planning strategic environmental assessment, methods of the model based on the developing course of strategic environment impact assessment in the world and the related theories of environment impact assessment in land use planning.Then,taking the general land use planning of jiayu (2006-2020) as an example.The main contents as follows:Firstly,this paper introduced the background and significient of the research summarized the development and practice of SEA,analyzed the current situation and the shortage of present research,described the key question and outline of the thesis.Basic theories and methods related with general land use planning strategic environmental assessment were summarized in this chapter,such as the meaning of SEA,the basic theories of strategic environmental assessment of general land use planning about systematology,ecology,sustainable development,coordinated development and so on.Then,it summarized the methods of strategic environmental assessment on genaral land use planning,including the architecture, the methods and the evaluative standard.This chapter is about how to discern the environment impact assessment on land use planning.Land use dynamic changes, land use planning, the construction of the new socialist countryside,land development and arrangement and major construction project about environment impact also been discussed.then, the grey-mode identification model has been used to retrospective and forecast assessment of the environment impact for general land use planning.Chapter four introduced the global evaluation of genaral land use planning.Based on the sustainable development of united nation commission fo about national-scale index syetem,the capability of sustainable development of chinese academy of sciences,the sustainable development of regional land resources equipment and the DPSIR modles,this part created a index system about strategic environmental assessment in general land use planning.Then used fuzzy-matter element analysis model to do the integrated assessment of the environment impact for general land use planning.Lastly,taking the general land use planning of jiayu county (2006-2020) as an example,through analyzing on the present situation of the land utilization,the paper expounds the strategic target and rusoerce and environmantal carrying capacity of land use planning.The index system,modles and methods of environmental impact assessment on general land use planning were analysized and discussed in this chapter.
